Key Responsibilities
1. Workplace Safety & Health Officer (WSHO) Duties
- Administer and implement the Workplace Safety and Health (WSH) Management System on-site.
- Conduct regular site inspections to identify hazards and ensure compliance with the WSH Act.
- Lead incident investigations and prepare detailed reports with corrective actions for LTA and MOM submission.
- Facilitate Risk Assessments and Safe Work Procedures (SWP) for all site activities, especially high-risk works like tunneling, deep excavation, and heavy lifting.
- Organize and conduct safety induction training, tool-box meetings, and safety promotional activities.
- Coordinate WSH Committee meetings and act as the main liaison officer with LTA safety auditors and MOM inspectors.
2. Environmental Control Officer (ECO) Duties
- Develop and implement the Environmental Management and Protection Plan (EMPP) for the project.
- Oversee Earth Control Measures (ECM) to ensure no silt-way discharge into public drains and waterways.
- Monitor site environmental parameters, including construction noise levels, vector control (mosquito breeding), and air quality (dust control).
- Conduct daily environmental inspections and maintain the ECO logbook as required by NEA.
- Manage waste disposal and recycling programs on-site in accordance with government regulations.
- Liaise with NEA officers during site audits and immediately address any environmental disamenities or complaints from the public.
Job Requirements
Education & Professional Certifications
- Registered WSHO with the Ministry of Manpower (MOM).
- Registered ECO with the National Environment Agency (NEA).
- Certified ECM Officer (Earth Control Measures) is highly preferred.
- Valid Certificates in Managing Work At Height, Confined Space Safety, and Lifting Operations are advantageous.
Experience
- Minimum 3 to 5 years of relevant experience in Singapore civil engineering or heavy infrastructure projects.
Skills & Competencies
- Strong knowledge of the Singapore WSH Act and NEA Environmental Protection Regulations.
- Excellent communication skills to liaise with government agencies (LTA, MOM, NEA, PUB), clients, and subcontractors.
- Proficient in report writing and incident analysis tools.
- Ability to work independently in a fast-paced, high-pressure construction site environment.
Pay: $6,900.00 - $7,200.00 per month
Work Location: Hybrid remote in West Singapore
