Job description
The HR Manager is responsible for managing all human resources functions within the medical center, including recruitment, employee relations, performance management, staff development, HR administration, healthcare workforce compliance, and regulatory requirements.
The ideal candidate must have hands-on experience in healthcare compliance, mandatory audits, and regulatory inspections, with a strong understanding of the documentation and HR requirements necessary to maintain medical center accreditation, licensing, and operational compliance.
Key Responsibilities1. Recruitment & Staffing
- Manage the complete recruitment process for doctors, nurses, allied healthcare professionals, administrative staff, and support staff.
- Prepare job descriptions, advertise vacancies, screen candidates, and coordinate interviews.
- Conduct reference and background checks where required.
- Coordinate onboarding and orientation of new employees.
- Ensure staffing levels and qualifications meet medical center operational and regulatory requirements.
2. Healthcare Compliance, Audits & Regulatory Requirements
- Manage and coordinate HR-related requirements for mandatory healthcare audits and regulatory inspections.
- Prepare and maintain HR documentation, policies, employee files, training records, competency records, and other evidence required for audits.
- Ensure continuous readiness for ADHICS/DoH-related compliance requirements and audits.
- Coordinate and support TASNEEF audits and inspections, ensuring all required HR and staff documentation is complete and up to date.
- Coordinate with relevant departments to prepare for regulatory inspections, accreditation surveys, and external audits.
- Track audit findings, observations, non-conformities, and corrective action plans.
- Ensure corrective and preventive actions are implemented within the required timelines.
- Maintain an audit compliance tracker and monitor upcoming inspections, renewals, and regulatory deadlines.
- Ensure healthcare professionals have valid licenses, registrations, certifications, and required training.
- Monitor expiry dates of professional licenses, staff credentials, visas, occupational health documents, and other mandatory requirements.
- Ensure employee files are maintained according to applicable healthcare and regulatory standards.
- Participate in internal audits and support management in preparing for external inspections.
3. Employee Relations
- Serve as the primary HR contact for employees and management.
- Handle employee concerns, grievances, disciplinary matters, and workplace conflicts professionally.
- Promote a positive, respectful, and professional working environment.
- Ensure consistent implementation of HR policies and procedures.
4. HR Administration
- Maintain accurate and confidential personnel files for all employees.
- Manage employment contracts, staff documentation, leave records, attendance, and HR records.
- Monitor probation periods, contract renewals, and employee separation processes.
- Prepare HR reports and compliance documentation for management and regulatory purposes.
5. Performance Management
- Develop and implement employee performance appraisal systems.
- Coordinate probationary and annual performance evaluations.
- Work with department heads to address performance issues and develop improvement plans.
- Maintain employee competency and performance documentation required for regulatory audits.
6. Training & Competency
- Identify mandatory training requirements for employees.
- Coordinate staff orientation, mandatory training, competency assessments, and continuing professional development.
- Maintain complete training records and certificates.
- Ensure mandatory staff training is completed before relevant deadlines and is properly documented for audit purposes.
7. Payroll & Benefits Coordination
- Coordinate with Finance/Payroll to ensure accurate and timely salary processing.
- Maintain records related to employee benefits, allowances, leave, attendance, and deductions.
- Review attendance and overtime records before payroll processing.
8. Policies & Procedures
- Develop, implement, and regularly update HR policies and procedures.
- Ensure HR policies comply with applicable UAE labor requirements and healthcare regulatory standards.
- Ensure employees understand organizational policies, procedures, responsibilities, and professional standards.
- Maintain evidence of policy implementation and staff acknowledgment where required for audits.
Required Qualifications & Experience
- Bachelor's degree in Human Resources, Business Administration, Healthcare Management, or a related field.
- Minimum 3–5 years of HR management experience, preferably in a medical center, hospital, clinic, or other healthcare organization.
- Proven experience preparing for and managing mandatory healthcare audits and regulatory inspections.
- Practical experience with ADHICS/DoH-related compliance requirements and audits.
- Practical experience with TASNEEF audits and inspections.
- Strong knowledge of healthcare HR documentation and regulatory compliance.
- Experience maintaining staff licensing, credentialing, competency, training, and personnel records.
- Strong knowledge of UAE labor and employment requirements.
- Excellent organizational, documentation, and communication skills.
- Proficiency in Microsoft Office and HR management systems.
Preferred Experience
Candidates with experience in the following areas will be strongly preferred:

Pay: AED3,000.00 - AED8,000.00 per month
