Product Owner (M/F/H)

We are looking for an experienced Product Owner to play a key role in the large-scale revision of the UBO registers. This revision impacts processes, systems, data quality, and service delivery, and is necessary to comply with amended legislation and future requirements for the UBO register.

The environment is highly complex, with numerous dependencies and tight legal timelines. As Product Owner, you hold end-to-end responsibility for maximizing business value and delivering concrete results within agreed deadlines.

You will work closely with stakeholders from business, legal/regulatory, architecture, delivery, and IT.

You will ensure clear prioritization of work and steer a multidisciplinary DevOps team based on value, risk, and results.

What you'll do:

• Act as Product Owner for a multidisciplinary DevOps team within the UBO domain

• Translate legislation, policy changes, and stakeholder needs into concrete product goals, features, and user stories

• Create, manage, and prioritize the product backlog based on business value, risk, and legal deadlines

• Drive results, progress, and value creation within the team

• Actively manage dependencies between teams, chain partners, and stakeholders

• Promptly identify, escalate, and mitigate risks affecting statutory delivery obligations

• Collaborate with other Product Owners to deliver the integrated UBO domain roadmap

• Facilitate decision-making and make clear prioritization choices in a high-urgency environment

• Monitor the achievement of milestones and critical deadlines within the program

Deliverables:

• A clearly prioritized, value-driven product backlog

• Functionality delivered on time to support the UBO register revision

• Achievement of agreed roadmap objectives within set timelines

• Transparency on progress, risks, dependencies, and decision-making

• Effective collaboration between business, IT, architecture, and delivery

• Maximum business value from available development capacity

• A demonstrable contribution to meeting statutory obligations related to the UBO registers

• Degree in Business & ICT

• Demonstrable knowledge of government processes

• Demonstrable knowledge of Scrum/Agile

• Current (within the last 7 years) and at least 5 years of demonstrable experience in a customer-facing and/or commercial environment within complex IT and change environments

• Current (within the last 5 years) and demonstrable experience working in/leading multidisciplinary DevOps teams

• Current (within the last 5 years) and demonstrable experience working in or leading teams that drive measurable improvement in customer experience, service, and product offering based on customer insight

• Current (within the last 5 years) and demonstrable experience translating complex business issues, legislation, or policy frameworks into concrete product development

• 5 years of demonstrable experience implementing agile ways of working in multidisciplinary teams

• 5 years of demonstrable experience and proven results in measurably improving customer journeys

• The candidate must be able to communicate fluently in Dutch
