Asset Performance & Cost Efficiency Manager

Position Overview

The Asset Performance & Cost Efficiency Manager is responsible for analyzing asset performance, maintenance expenditure and lifecycle costs across railway infrastructure asset classes to identify opportunities for cost optimisation, improved asset performance and business value creation.

The role develops unit-cost models, cost-driver analysis, benchmarking, economic appraisals and investment business cases to support evidence-based maintenance, renewal and lifecycle decisions. The position ensures that infrastructure expenditure is clearly linked to asset reliability, availability, safety, condition and risk outcomes.

The role provides economic and analytical support to Asset Management, Engineering, Maintenance, Finance and Senior Management to optimize maintenance and renewal expenditure, identify high-cost and underperforming assets, support budgeting and regulatory cost submissions, and demonstrate value for money across the infrastructure asset portfolio.

Roles and Responsibility

• Analyze asset performance, maintenance expenditure, renewal costs and operational-impact data across infrastructure asset classes to identify efficiency and value-creation opportunities.
• Establish methodologies to assess the relationship between asset expenditure, condition, reliability, availability, risk and operational performance.
• Analyze maintenance and lifecycle cost trends and identify areas of increasing, disproportionate or avoidable expenditure.
• Compare cost and performance across asset classes, locations, technologies, suppliers and maintenance approaches to identify optimization opportunities.
• Develop and maintain unit-cost models for key infrastructure maintenance, renewal and asset-management activities.
• Identify and analyze key cost drivers, including labour, materials, spares, contractors, access requirements, equipment, asset age, condition and failure rates.
• Establish consistent cost definitions, methodologies and benchmarks to enable meaningful comparison across asset classes and activities.
• Develop internal and external benchmarking analysis for maintenance productivity, unit costs, asset performance and lifecycle expenditure.
• Identify cost and performance gaps against relevant benchmarks and translate findings into practical efficiency-improvement opportunities.
• Develop economic appraisals for maintenance, refurbishment, renewal, replacement, upgrade and asset-improvement investments.
• Perform NPV, cost-benefit, whole-life cost, sensitivity, scenario and option analysis to evaluate alternative investment and lifecycle strategies.
• Assess maintenance-versus-renewal options considering cost, asset condition, reliability, availability, safety, risk, operational impact and remaining asset life.
• Develop and support business cases for major maintenance, renewals, upgrades and infrastructure improvement initiatives.
• Quantify expected benefits from proposed investments, including maintenance savings, avoided failures, reliability improvements, risk reduction and asset-life extension.
• Support prioritisation of competing investment requirements based on economic value, asset performance, risk and strategic importance.
• Define and maintain asset cost and performance KPIs linking maintenance and renewal expenditure to reliability, availability, condition, risk and operational outcomes.
• Develop dashboards and management reports integrating asset-performance, financial and lifecycle information to provide clear visibility of cost efficiency and value.
• Identify and monitor high-cost and underperforming assets based on maintenance expenditure, recurring failures, downtime, operational impact and lifecycle performance.
• Identify candidate assets for targeted maintenance intervention, refurbishment, renewal, replacement or design modification based on cost and performance evidence.
• Track cost and performance following interventions and investments to verify whether expected efficiency, reliability and value benefits have been achieved.
• Support optimisation of preventive, predictive, condition-based and corrective maintenance strategies using integrated cost, performance and risk analysis.
• Support annual, medium-term and long-term maintenance and renewal budgeting, including expenditure forecasting, variance analysis and alternative funding scenarios.
• Quantify the impact of funding constraints, investment deferrals and changes in maintenance strategies on future cost, asset performance, reliability and risk.
• Support regulatory, governance and value-for-money submissions by providing transparent, traceable and evidence-based cost, performance and economic analysis.
• Collaborate with Asset Management, Engineering, Maintenance, Lifecycle Planning, Reliability, Operations, Finance, Procurement and Commercial teams to support data-driven asset investment, cost-efficiency and lifecycle decisions.

Desirable qualifications, skills and experience

Academic Qualifications:

• Bachelor’s degree in engineering, Economics, Finance, Asset Management, Business Analytics or another relevant discipline.
• Professional certification or recognised training in asset management, financial modelling, investment appraisal, cost engineering or infrastructure economics would be advantageous.

Experience:

• 8+ years of experience in related field.
• Significant experience in asset management, infrastructure economics, cost analysis, engineering economics, maintenance performance or investment analysis within railway, transportation, utilities or another asset-intensive environment.
• Experience analysing infrastructure maintenance and renewal expenditure across multiple asset classes.
• Strong experience in cost modelling, unit-cost analysis and identification of cost drivers.
• Experience developing economic appraisals, investment models and business cases.
• Practical experience with NPV, cost-benefit, whole-life cost, sensitivity, scenario and option analysis.
• Experience linking financial expenditure to asset reliability, availability, condition and risk.
• Experience identifying high-cost and underperforming assets and supporting maintenance or renewal decisions.
• Experience developing asset cost and performance KPIs, dashboards and management reporting.
• Experience supporting annual and long-term budgeting and investment planning.
• Experience in value-for-money analysis and assurance.
• Experience supporting regulatory or governance cost submissions would be advantageous.
• Railway infrastructure or heavy-haul railway experience would be advantageous.
• Knowledge of ISO 55000-aligned asset management principles would be advantageous.
