Job Title: Quality Manager - UZ Islands - Eng. & Procurement – Offshore Water Injection Project
KBR Abu Dhabi is currently seeking an experienced Quality Manager to join its PMC team supporting a major Offshore Project in the UAE. The role will initially be based in Abu Dhabi, transitioning subsequently to the fabrication yard, and later mobilizing to the offshore site during the execution and commissioning phases.
Job Purpose
The Quality Manager is responsible for establishing, implementing, and managing the Project Quality Management System (QMS) across Engineering and Procurement phases of the Offshore Water Injection Project. The role ensures that all engineering deliverables, procurement activities, vendor-supplied equipment, and project processes comply with ADNOC requirements, contract specifications, international standards, and project quality objectives.
The position provides leadership in quality assurance, quality control, supplier quality management, audits, and continuous improvement to ensure successful project execution and delivery.
Key Responsibilities
Quality Management Leadership
- Develop, implement, and maintain the Project Quality Management Plan (PQMP).
- Establish project quality objectives, KPIs, and performance monitoring systems.
- Lead quality assurance and quality control activities throughout engineering and procurement phases.
- Ensure compliance with contractual, regulatory, and client quality requirements.
- Promote a culture of quality excellence and continual improvement across the project organization.
- Report quality performance to Project Management and Client representatives.
Engineering Quality Assurance
- Establish quality control processes for engineering deliverables.
- Review engineering procedures, standards, and design verification requirements.
- Ensure multidisciplinary engineering deliverables undergo proper reviews and approvals.
- Monitor compliance with project specifications, ADNOC standards, international codes, and regulatory requirements.
- Coordinate design verification, validation, and quality reviews.
- Manage engineering non-conformances and corrective action processes.
Procurement Quality Management
- Develop and implement Supplier Quality Surveillance Plans.
- Ensure procurement activities comply with approved quality requirements.
- Review purchase orders and technical requisitions for quality compliance.
- Monitor supplier performance and quality metrics.
- Participate in technical bid evaluations from a quality perspective.
- Ensure critical equipment and materials meet project specifications and inspection requirements.
Supplier & Vendor Quality Assurance
- Qualify and assess suppliers and manufacturers.
- Conduct supplier audits and capability assessments.
- Review vendors' Quality Plans, Inspection & Test Plans (ITPs), and manufacturing procedures.
- Monitor fabrication quality activities through surveillance and inspections.
- Manage supplier non-conformance reports (NCRs) and corrective actions.
- Coordinate source inspections for critical equipment.
Inspection & Testing
- Develop inspection strategies for major equipment and materials, including:
- Water Injection Pump Packages
- Pressure Vessels
- Heat Exchangers
- Piping Materials
- Instrumentation Packages
- Electrical Equipment
- Review ITPs, manufacturing data records, and quality documentation.
- Witness Factory Acceptance Tests (FAT), performance tests, and critical inspections.
- Verify compliance with project quality requirements prior to equipment shipment.
Audit & Compliance
- Develop and execute project audit programs.
- Conduct internal audits, supplier audits, and quality system reviews.
- Support client and third-party audits.
- Track audit findings and ensure timely closure of corrective actions.
- Ensure compliance with ISO 9001 and project quality requirements.
Non-Conformance & Continuous Improvement
- Manage NCR, concession, and deviation approval processes.
- Perform root cause analysis for quality issues.
- Implement corrective and preventive actions (CAPA).
- Analyze quality trends and recommend improvement initiatives.
- Promote lessons learned and best practices across the project.
Documentation & Records Management
- Ensure proper control of quality documentation and records.
- Review Manufacturing Record Books (MRBs) and Vendor Data Books.
- Verify turnover quality documentation completeness.
- Ensure traceability of materials, inspections, and test records.
- Support final project quality dossiers and handover documentation.
Stakeholder Coordination
- Interface with Client Quality representatives, Engineering teams, Procurement, Vendors, and Third-Party Inspection Agencies.
- Support project reviews and management meetings.
- Provide guidance and mentoring to project quality personnel.
- Coordinate quality activities across multiple disciplines and suppliers.
Required Qualifications
- Bachelor's Degree in Engineering or related technical discipline.
- Lead Auditor Certification (ISO 9001) required.
- ASQ Certified Quality Engineer (CQE) or equivalent certification preferred.
- Additional certifications in Quality Management or Supplier Quality are advantageous.
Experience
- 20-25 years of Quality Management experience in the Oil & Gas industry.
- Minimum 8 years in a Quality Management leadership role.
- Extensive experience supporting Engineering and Procurement phases of EPC projects.
- Strong experience with offshore brownfield developments and major equipment procurement.
- ADNOC Offshore project experience highly preferred.
- Proven experience managing supplier quality programs and international vendor networks.
