Job description

The Senior Project Controls Manager will provide strategic leadership and oversight of all project controls functions for a major high-rise development in Riyadh. The role will be responsible for establishing and managing project controls governance, including planning, scheduling, cost management, risk management, change control, reporting, and performance monitoring across all project phases.

Acting as a key member of the PMC leadership team, the Senior Project Controls Manager will ensure robust controls are implemented from the post-concept design stage through procurement, construction, commissioning, and handover, enabling informed decision-making and successful project delivery in line with client objectives.

Project Controls Leadership

Lead and manage all project controls activities across the project lifecycle.

Develop and implement the Project Controls Management Plan, procedures, and governance framework.

Provide strategic advice to the Project Director and Client on project performance, risks, and opportunities.

Lead and mentor planning, cost control, reporting, and risk management teams.

Planning & Scheduling

Establish and maintain the integrated project master programme covering design, procurement, construction, and commissioning activities.

Review and approve contractors’ and consultants’ schedules, methodologies, and recovery plans.

Conduct critical path analysis and schedule risk assessments.

Monitor project progress against approved baselines and recommend corrective actions.

Ensure timely achievement of key project milestones and deliverables.

Cost Management & Commercial Oversight

Lead project cost control, budgeting, forecasting, and cash flow management.

Establish cost reporting systems and performance measurement indicators.

Monitor commitments, expenditures, change requests, and forecasted project costs.

Support commercial and contract management teams regarding valuation, variations, and claims.

Advise project leadership on financial performance and potential cost risks.

Risk & Change Management

Establish and maintain project risk management processes and risk registers.

Facilitate periodic risk workshops and mitigation planning sessions.

Lead schedule and cost impact assessments for changes and variations.

Ensure proper governance and approvals for all change control activities.

Reporting & Performance Management

Develop executive dashboards, KPIs, and performance reporting frameworks.

Present project performance reports to senior stakeholders and the Client.

Track project health indicators and provide early warning notices on emerging issues.

Utilize Earned Value Management (EVM) and performance analytics to monitor project delivery.

Claims & Dispute Avoidance

Provide project controls input into claims evaluation and extension-of-time assessments.

Review contractor claims, delay analyses, and entitlement submissions.

Support contract administration and dispute resolution activities.

Ensure robust project records and documentation are maintained.

Stakeholder & Client Management

Act as the primary project controls interface with the Client, designers, contractors, and key stakeholders.

Participate in executive steering committee and project review meetings.

Build strong relationships with project stakeholders to facilitate successful project delivery.

Provide strategic recommendations and presentations to senior management.

Digital Project Controls

Drive the implementation of project controls technologies and digital reporting tools.

Lead the utilization of Primavera P6, Power BI, cost management systems, and project dashboards.

Promote data-driven decision-making and continuous improvement initiatives.

  • Bachelor's Degree in Engineering, Construction Management, Quantity Surveying, Project Management, or related discipline.
