Cost Controller – Construction Projects

Locations: Riyadh | Jeddah | Dammam, Saudi Arabia

Salary: SAR 12,000 Total Package (Inclusive of Basic Salary & Fixed Allowances)

About the Opportunity

We are currently seeking an experienced Cost Controller to join a leading construction organisation delivering major building and infrastructure projects across Saudi Arabia.

This role is suited to professionals whose career has been dedicated to Project Cost Control , supporting project teams by managing budgets, forecasting costs, monitoring financial performance and ensuring projects remain commercially aligned throughout the project lifecycle.

Please note: This is not an Estimation, Quantity Surveying or Tendering position. Candidates whose experience is primarily in Estimation, Quantity Surveying or Commercial Management will not be considered.

Key Responsibilities

• Monitor and control project costs from project commencement through to completion.
• Prepare and maintain project budgets, cost reports and financial forecasts.
• Monitor actual costs against approved budgets and identify cost variances.
• Produce weekly and monthly cost reports for project management and senior leadership.
• Prepare Cost-to-Complete (CTC), Estimate at Completion (EAC) and cash flow forecasts.
• Analyse project cost performance and recommend corrective actions where required.
• Support project teams with budget planning and financial decision making.
• Maintain cost control systems, cost coding structures and financial reporting processes.
• Monitor change orders and assess their commercial impact on project budgets.
• Coordinate with Planning, Procurement, Engineering, Finance and Project Management teams to ensure accurate cost reporting.
• Ensure compliance with company cost control procedures and reporting standards.

Mandatory Requirements

✔ Minimum 8 years of dedicated Cost Controller experience within construction projects.

✔ Experience must be solely focused on Cost Control throughout the majority of your career.

✔ Bachelor's Degree in Civil Engineering .

✔ Proven experience preparing:

• Budget reports
• Cost forecasts
• Cost-to-Complete (CTC)
• Estimate at Completion (EAC)
• Cash flow forecasts
• Cost variance analysis
• Monthly cost reports

✔ Strong knowledge of project budgeting, forecasting and financial reporting.

✔ Experience using project controls and ERP systems such as Primavera P6, SAP, Oracle or similar.

✔ Strong Microsoft Excel skills.

Preferred Experience

• Large-scale building, infrastructure or industrial construction projects.
• EPC or main contractor experience.
• Experience working within Saudi Arabia or the GCC.
• Strong understanding of project controls and commercial reporting.
• Excellent communication and stakeholder management skills.
