Position Summary

The Handover Manager is responsible for managing the transition of major utility assets from construction and commissioning into operations. This role ensures that all handover requirements related to quality, environmental compliance, and sustainability commitments are fully met, properly evidenced, and accepted by the client and operations teams.

Working across multi-disciplinary project teams, the Handover Manager oversees the close-out process, coordinates documentation and certifications, and ensures the receiving Operations & Maintenance O&M teams have the information, training, and records needed to operate assets safely, compliantly, and sustainably.

Key Responsibilities

1. Handover Planning & Coordination

  • Develop and maintain the project Handover Management Plan, aligned with utilities’ standards and regulatory requirements.
  • Define handover scope, milestones, and acceptance criteria for quality, environmental, and sustainability deliverables.
  • Coordinate with Engineering, Construction, Commissioning, HSE, Environmental, and O&M teams to align handover expectations.
  • Plan and manage readiness reviews, pre-handover audits, and final acceptance activities.

2. Quality Assurance / Quality Control (QA/QC)

  • Ensure all QA/QC requirements are met prior to handover.
  • Verify that installed assets match approved drawings, specifications, and equipment data sheets.
  • Support or lead final quality and system walkdowns with client, independent certifiers, and regulators where required.

3. Environmental Compliance

  • Ensure all project environmental obligations and permit conditions are met and documented at handover.
  • Confirm as-built environmental controls are in place and functioning.
  • Coordinate final environmental inspections and audits with regulatory authorities and client representatives.
  • Ensure environmental risks and residual obligations are clearly communicated to O&M teams.

4. Sustainability & ESG Deliverables

  • Verify achievement and documentation of project sustainability objectives and commitments.
  • Coordinate evidence collection for sustainability certifications where applicable.
  • Ensure operations teams receive sustainability-related performance baselines, models, and guidance for ongoing performance.
  • Support preparation of as-built carbon and sustainability performance reports for internal and external stakeholders.

5. Documentation & Information Management

  • Lead compilation, review, and submission of all handover documentation.
  • Ensure documentation meets client, regulatory, and corporate standards, and is structured for integration into asset management systems.
  • Work with document control and digital teams to ensure handover packages are complete, consistent, and traceable.

6. Interface with Operations & Stakeholders

  • Act as primary point of contact for Operations during the handover phase, clarifying requirements and acceptance criteria.
  • Organize and track training for O&M staff on new systems, equipment, and environmental/sustainability obligations.
  • Facilitate resolution of outstanding issues, defects, or documentation gaps that could impede asset acceptance or regulatory compliance.
  • Present handover status updates, risks, and readiness assessments to project leadership and client representatives.

Qualifications

Education

  • Bachelor’s degree in Engineering (Civil, Mechanical, Electrical, Environmental), Construction Management, Environmental Science, or related
