Job description

We are seeking a highly capable PMO Manager to lead the project management office for a real estate developer in Riyadh.

The PMO Manager will oversee the full development delivery cycle: feasibility support, design management, consultant and contractor coordination, cost and schedule control, procurement tracking, risk management, project reporting, handover, and close-out.

Key Responsibilities* Establish and manage PMO governance, reporting standards, project controls, templates, and approval workflows across the development portfolio.

  • Monitor projects from design stage through construction, handover, and final close-out on behalf of the developer.
  • Prepare executive dashboards and weekly/monthly reports covering project progress, cost, cash flow, risks, design status, procurement, variations, sales readiness, and key decisions required.
  • Verify actual site progress through regular site inspections and independent validation, rather than relying solely on contractor reports.
  • Control approved budgets, BOQs, commitments, variations, forecasts, and cost-to-complete for each project.
  • Track master schedules, identify delays early, assess recovery plans, and escalate critical risks to management.
  • Lead coordination between development, design, finance, procurement, sales, legal, consultants, contractors, and government-related stakeholders.
  • Review design deliverables, consultant outputs, BOQs, specifications, tender packages, and construction documentation for completeness before execution.
  • Monitor consultant and contractor performance against their contractual scope, deliverables, milestones, quality requirements, and approved budgets.
  • Maintain project risk registers, issue logs, decision trackers, action plans, and mitigation measures.
  • Support tender evaluations, consultant and contractor appointments, variation reviews, claims assessments, and project close-out.
  • Ensure projects are delivered in line with approved product positioning, financial objectives, delivery timelines, and quality standards.
  • Identify operational gaps and implement practical improvements to strengthen accountability, reporting quality, and delivery performance.

Requirements

Mandatory Requirements* Bachelor’s degree in Civil Engineering, Architecture, Construction Management, Project Management, or related discipline.

  • Minimum 8 years of total experience in real estate development, project management, project controls, or construction delivery.
  • Minimum 3 years of direct experience working for a real estate developer / owner / master developer is mandatory.
  • Demonstrated experience managing residential, mixed-use, commercial, or hospitality development projects from the developer side.
  • Proven experience in managing consultants, contractors, design coordination, budgets, BOQs, procurement, variations, project schedules, and handover.
  • Strong understanding of the full real estate development lifecycle, not only construction execution.
  • Proficiency in Primavera P6 or Microsoft Project, advanced Excel, PowerPoint, and reporting/dashboard tools.
  • Strong commercial awareness, including budget monitoring, cash-flow tracking, cost forecasting, and variation control.
  • Experience establishing or working within PMO governance frameworks, including project controls, reporting standards, risk registers, issue logs, action trackers, and stage-gate processes.
  • Experience in project scheduling, critical-path analysis, recovery planning, progress measurement, and executive reporting.
  • Experience with tender evaluation, procurement planning, variation assessment, and contractor performance monitoring.
  • Business-fluent English.
  • Eligible to work in Saudi Arabia.
  • Based in Riyadh or willing to relocate.
  • Able to conduct regular site visits across active development and construction projects in Riyadh.
  • Able to work in both office and construction-site environments.
  • Able to attend project meetings, inspection
