Job description
The Cost Control Manager – MEP leads commercial and financial control across all MEP packages for major GCC main contracting projects. The role oversees the complete MEP financial lifecycle—from baseline budgeting, procurement buy-outs, and value engineering to CVRs, variation pricing, subcontractor valuation, and final account settlements to maximize profitability and cash flow.
Key Responsibilities
1. Budgeting, Cost Baselines & Value Engineering
- Set up MEP Cost Baselines and WBS structures mapped to main contract budgets.
- Evaluate BOQs, schematics, and design packages to identify financial risks, scope gaps, and Value Engineering (VE) opportunities.
2. Subcontractor Procurement & Financial Control
- Lead commercial negotiations and tender reviews for major MEP subcontracts and long-lead equipment (chillers, switchgear, AHUs).
- Certify monthly subcontractor payment applications based on verified site progress, managing variations, scope changes, and back-charges.
3. CVR Reporting & Cash Flow Management
- Drive monthly Cost Value Reconciliation (CVR) reports, accurately forecasting Cost to Complete (CTC) and Estimate at Completion (EAC).
- Track cash flow, retention releases, advance payment recoupments, and Earned Value metrics (CPI/SPI).
4. Variations, Claims & Commercial Risk
- Identify, price, and negotiate Main Contractor variations and scope changes with Clients/Consultants.
- Partner with planning teams to evaluate cost impacts of disruptions, delays, and prolongation claims under FIDIC contracts.
Candidate Requirements
- Experience: Minimum 15+ years in cost control/commercial management with a major Tier-1 Main Contractor , specializing in MEP packages.
- GCC Track Record: Proven track record on large-scale building/Infra projects in the UAE or GCC region .
- Education: B.Sc. in Quantity Surveying, Mechanical/Electrical Engineering, or Commercial Management. MRICS/CICES preferred.
- Technical Skills: Expert in cost software (CCS Candy, CostX), ERPs (SAP/Oracle), POMI/NRM2 measurement rules, and FIDIC contracts.
