Summary
About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located with Headquarters U.S. Africa Command Operations Directorate Joint Intelligence Center in Stuttgart, Germany.

Duties
- Maintains oversight and management of the daily activities with planning and executing highly specialized, mission critical CI, HUMINT and Identity Operations requirements.
- Provide expertise in intelligence processes and threat analysis to support technical needs of multifaceted J2X CI, HUMINT and Identity Operations missions.
- Researches and interprets guidance and policy to develop new integrated methods that incorporates joint-service and inter-agency requirements.
- Manages daily activities related to planning and executing highly specialized, mission-critical Counterintelligence (CI), Human Intelligence (HUMINT), and Identity Operations.
- Frequently briefs the Commander, Deputy Commander, and the J-Staff on J2X matters with little or no-notice and without time to develop formal briefing materials.
- Provide oversight and management of the daily activities with planning and executing highly specialized, mission critical CI, HUMINT and Identity Operations requirements.
- Provide technical and administrative supervision.
- Reviews work for feasibility and compatibility with intelligence and security regulations and overall effectiveness.
- Determines necessary training, approves leave, resolves informal complaints and refers disciplinary actions to higher level supervision.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
- Temporary Duty (TDY) Travel may be required (CONUS/OCONUS) 30% or less of the time.
- Must be able to obtain and maintain a Top Secret security clearance based on an SSBI with eligibility for sensitive compartmented information (SCI).
- Designated Mission Essential Position: Incumbent is required to report for duty during inclement weather, Natural Disasters, and other emergency situations. See Qualifications for details.
- In accordance with DoDM 8140.03 and supplemental Army guidance, employee must obtain and maintain requirements for each Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level. See Qualifications for details.

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized experience is defined as experience in: 1. Human Intelligence and Counterintelligence processes and procedures to plan, develop or execute intelligence operations; and 2. Experience in determining resources needed to facilitate mission requirements.
Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

In the overseas areas, access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Medical care may be provided by host nation providers. The availability and level of care at host nation medical facilities will vary by location. Movement overseas may require you to initiate a change in your health benefits plan to ensure coverage.

If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.

If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for Early Intervention Services (EIS) will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI1342.12 and DoDM 1342.12.

Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
Designated Mission Essential Position: Incumbent is required to report for duty during inclement weather, Natural Disasters, and other emergency situations as directed by the Commander and may be required to remain on duty after the official shift ends, i.e., mandatory overtime; subject to recall to duty. Incumbent must maintain a functioning telephone to aid in contact during recall/emergency situations.
Cyber work role: In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level: 1) Foundational qualification requirements within 9 months, 2) Resident qualification requirements within 12 months, 3) 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap).
