Job Summary

The Section Head – Health, Safety, Environment and Quality is responsible for leading and overseeing HSEQ activities across infrastructure and housing projects, ensuring compliance with applicable government regulations, standards and organizational requirements. The role develops and implements HSEQ strategies, policies and programs, oversees risk management, environmental protection, quality and safety performance, and ensures effective incident and emergency management. The position works closely with project teams, government authorities, developers, contractors and other stakeholders to promote a strong HSEQ culture, drive continuous improvement and ensure projects are delivered safely, sustainably and to the required quality standards.

Qualifications

  • Education: Bachelor’s degree in Environmental Science, Occupational Health & Safety, Engineering, Quality Management, or a related discipline.
  • Experience: Minimum 6 years of relevant professional experience in HSE/HSEQ, preferably within infrastructure, housing, construction, capital projects or a government environment.
  • Strong experience in developing and implementing HSEQ strategies, policies, procedures and programs.
  • In-depth knowledge of applicable HSE, environmental and quality regulations, standards and compliance requirements.
  • Strong knowledge of risk assessment, incident management, emergency preparedness and corrective/preventive action processes.
  • Experience working with government authorities, regulatory bodies, developers, project owners, contractors and other external stakeholders.
  • Strong leadership, stakeholder management, communication and problem-solving skills.

Roles & Responsibilities

  • Lead the development and implementation of HSEQ strategies, policies, standards and programs for infrastructure and housing capital projects.
  • Ensure projects comply with applicable government HSEQ regulations, standards, policies and contractual requirements, proactively identifying and addressing compliance gaps.
  • Establish and oversee comprehensive risk management processes , including hazard identification, risk assessments, mitigation measures and monitoring of critical risks.
  • Develop and maintain HSEQ plans, procedures and guidelines covering occupational health and safety, environmental management, quality assurance and emergency preparedness.
  • Coordinate with project executors, contractors and project teams to implement HSEQ requirements and ensure effective application throughout the project lifecycle.
  • Oversee the development and delivery of HSEQ awareness campaigns, training programs and safety initiatives to promote a strong culture of safety, environmental responsibility and quality.
  • Establish and monitor HSEQ KPIs and performance indicators , assess project performance and implement improvement initiatives where required.
  • Oversee regular HSEQ inspections, audits and compliance assessments, ensuring observations and non-conformities are properly documented, investigated and closed.
  • Lead or oversee the investigation of incidents, accidents and environmental or quality-related events , identifying root causes and ensuring appropriate corrective and preventive actions are implemented.
  • Develop and maintain emergency response and business continuity plans , ensuring projects and relevant stakeholders are adequately prepared for safety and environmental emergencies.
  • Promote sustainable practices across infrastructure and housing projects, including waste reduction, energy efficiency, environmental protection and responsible resource management .
  • Ensure quality management practices are integrated into project execution and that required quality standards, processes and controls are consistently maintained.
  • Collaborate with government entities, regulatory authorities, developers, project owners, contractors and industry organizations to ensure HSEQ practices meet or exceed applicable requirements.
  • Monitor changes in HSEQ legislation, regulations, standards and industry best practices and ensure relevant policies and project practices are updated accordingly.
  • Provide HSEQ guidance and recommendations to senior management and project leadership on significant risks, compliance matters and opportunities for improvement.
  • Drive continuous improvement in HSEQ performance through lessons learned, audits, data analysis, benchmarking and corrective action programs.
