Location: Abu Dhabi – KEZAD, UAE

Job Summary
We are seeking an experienced and proactive HSE Engineer to join our project team for a large-scale building construction project in KEZAD, Abu Dhabi.
The successful candidate will be responsible for implementing, monitoring, and maintaining Health, Safety and Environmental standards across the project site. The role requires strong knowledge of UAE HSE requirements, construction safety practices, risk management, and site inspection procedures.
The ideal candidate will have extensive experience working on major building construction projects within an engineering consultancy or contracting environment.
Key Responsibilities
- Implement and monitor the project's Health, Safety and Environmental (HSE) Management Plan and ensure compliance with project requirements.
- Conduct regular site inspections, safety audits, and HSE walkthroughs to identify unsafe conditions, acts, and potential hazards.
- Ensure all construction activities are carried out in accordance with approved HSE procedures, method statements, risk assessments, and applicable UAE regulations.
- Review and monitor Risk Assessments, Job Safety Analysis (JSA), Method Statements, Permit to Work (PTW) and other HSE-related documentation.
- Identify project-specific hazards and recommend appropriate control measures in accordance with the hierarchy of controls.
- Monitor high-risk activities including lifting operations, working at height, excavation, scaffolding, hot works, confined spaces, temporary works, and heavy equipment operations.
- Ensure proper implementation of site emergency procedures and participate in emergency drills and preparedness activities.
- Investigate accidents, incidents, near misses, unsafe acts, and unsafe conditions and prepare appropriate reports and recommendations.
- Monitor corrective and preventive actions and ensure timely closure of identified HSE observations and non-conformities.
- Conduct regular toolbox talks, safety inductions, awareness sessions, and HSE training for employees, subcontractors, and site personnel.
- Ensure workers are provided with and correctly use appropriate Personal Protective Equipment (PPE).
- Monitor housekeeping, access and egress, material storage, welfare facilities, fire prevention, and general site safety conditions.
- Coordinate with project management, consultants, contractors, subcontractors, and other stakeholders on HSE-related matters.
- Review contractor and subcontractor HSE performance and ensure compliance with project HSE requirements.
- Maintain accurate records of inspections, observations, incidents, training, inductions, permits, audits, and HSE statistics.
- Prepare and submit daily, weekly, and monthly HSE reports as required.
- Participate in project HSE meetings and provide professional advice regarding safety risks and control measures.
- Monitor environmental aspects of construction activities, including waste management, pollution prevention, dust/noise control, and spill prevention.
- Ensure HSE non-compliances are identified, documented, communicated, and effectively closed.
- Support project management in maintaining a strong HSE culture and zero-incident work environment.
- Carry out any other HSE-related duties assigned by the Project Manager or HSE Manager.
Candidate Requirements
- Bachelor's Degree / Diploma in Occupational Health & Safety, Environmental Health & Safety, Civil Engineering, or a related discipline.
- Minimum 8+ years of relevant HSE experience in the construction industry.
- Proven experience in large-scale building construction projects is mandatory.
- Experience working with an Engineering Consultancy or Main Contractor is acceptable.
- Strong knowledge of construction HSE practices, risk assessment, safety inspections, and incident investigation.
- Good understanding of UAE HSE regulations, authority requirements, and construction safety standards.
- Experience in monitoring contractors and subcontractors on major construction projects.
- Strong knowledge of PTW systems, RAMS, toolbox talks, emergency procedures, and construction safety controls.
- Excellent communication, coordination, reporting, and interpersonal skills.
- Ability to work independently and effectively in a fast-paced construction site environment.
- Strong leadership and problem-solving skills.
- Valid UAE Driving Licence is mandatory.
- Candidates currently available in the UAE are preferred.
- Immediate joiners will be given priority.
Preferred Certifications
Candidates holding recognized HSE certifications such as the following will be preferred:
- NEBOSH IGC
- IOSH
- OSHA
- Other internationally recognized HSE qualifications/certifications.
