Job description

PURPOSE

Manage the day-to-day delivery of Facility Management services at an assigned site or cluster of sites, ensuring contractual SLAs, PPM schedules, health & safety standards, and client satisfaction are consistently met. The Site Manager serves as the primary operational interface between Saudi Union and the client on site.

KEY RESPONSIBILITIES

Site Operations & Service Delivery

Oversee all FM hard and soft services delivered at the site, including MEP maintenance, civil works, cleaning, landscaping, and security as applicable.

Ensure daily work orders (reactive and planned) are logged, assigned, and closed within SLA timelines using the CAFM system.

Execute the Planned Preventive Maintenance (PPM) schedule on time and to specification, escalating deviations to the Project Manager.

Coordinate mobilization of subcontractors, specialist service providers, and direct labour for site activities.

Conduct daily site walks and inspections to verify quality of service, asset condition, and team performance.

Manage site consumables, spare parts inventory, and tool registers; raise purchase requests as needed.

Client & Stakeholder Management

Serve as the primary on-site point of contact for the client representative; address day-to-day service requests and escalations promptly.

Attend client meetings, produce meeting minutes, and track action items to closure.

Prepare and submit weekly/monthly site performance reports covering work order status, PPM compliance, manpower deployment, and incidents.

Proactively communicate planned shutdowns, access restrictions, and service impacts to the client in advance.

People Management

Supervise, schedule, and performance-manage all direct site staff (technicians, supervisors, helpers).

Conduct daily toolbox talks and ensure proper briefing of site team before commencement of work.

Coordinate with HR on attendance, leave, disciplinary matters, and replacement manpower.

Identify training needs and coordinate with the Project Manager for skills development.

HSE & Compliance

Enforce Saudi Union HSE policy on site at all times; conduct regular safety inspections and risk assessments.

Ensure all permit-to-work (PTW) procedures are followed for high-risk activities (electrical isolation, confined space, working at height).

Investigate and report all incidents, near-misses, and unsafe conditions immediately to the Project Manager and QHSE team.

Ensure compliance with municipal, civil defence, and regulatory requirements applicable to the site.

Financial & Contract Control

Monitor site-level expenditure against budget; flag overruns or cost risks to the Project Manager.

Validate subcontractor attendance, performance, and deliverables before approving invoices.

Identify and document variation scope changes; submit variation order requests through the Project Manager.

Support monthly invoicing by providing accurate site activity data, completed work records, and client-signed delivery notes.

KEY PERFORMANCE INDICATORS (KPIS)

PPM completion rate (target: ≥95% on schedule)

Reactive work order closure within SLA (target: ≥90%)

Client satisfaction score (target: ≥4.0/5.0 per periodic review)

HSE: Zero LTI; 100% PTW compliance; zero civil defence violations

Site manpower availability rate (target: ≥95% vs. contracted headcount)

Work order documentation accuracy (target: ≥98% CAFM data integrity)

REPORTING LINE

Reports directly to: Project Manager — Government or Private (as applicable)

Direct reports: Supervisors, Technicians, and Site Support Staff assigned to the site

Functional coordination with: QHSE, Procurement, HR, Finance, Logistics

REQUIREMENTS

Must-Have:

Diploma or Bachelor's degree in Engineering (Mechanical, Electrical, Civil) or Facilities Management

5–8 years of experience in FM operations, with at least 2 years in a site supervisory or management role

Solid understanding of MEP systems, building services, and PPM principles

Experience managing multidisciplinary site teams in a contracted FM environment

Proficient in CAFM/work order management systems

Strong command of Arabic; functional English communication skills

Valid Saudi driving licence

Nice-to-Have:

IWFM, CFM, or equivalent FM qualification

NEBOSH IGC or equivalent HSE certification

Experience with Saudi government and semi-government facility clients

Knowledge of Saudi Civil Defence regulations and NFPA standards

TOOLS & SYSTEMS

CAFM system (work order management and asset tracking)

ERP system (purchase requisitions, time & attendance)

Microsoft Office Suite (Excel, Word, Outlook)

PTW management system

Reporting dashboards and site inspection tools
