Job description
We're looking for a dedicated and detail-oriented HSE Engineer to join our team in Riyadh, Saudi Arabia. In this role, you'll play a crucial part in developing, implementing, and maintaining comprehensive Health, Safety, and Environment management systems across our operations. The ideal candidate will demonstrate exceptional analytical skills, a collaborative approach, and an unwavering commitment to fostering a safety-first culture. You'll work closely with cross-functional teams, contractors, and stakeholders to ensure compliance with all HSE requirements and continuously improve our safety performance in accordance with Saudi regulations and international best practices.

Develop, review, and update Health, Safety, and Environment Management Plans in accordance with Saudi Arabian regulations, labor laws, and organizational standards

Create and execute comprehensive monitoring schedules, including site tours, inspections, audits, and safety assessments across all operational areas

Design and implement competency frameworks and training matrices for HSE teams, ensuring all personnel maintain current certifications and skills

Lead and facilitate regular Health and Safety meetings, inspections, and workshops; document observations, actions, and close-outs with transparency and precision

Review, approve, and verify HSE plans, method statements, risk assessments, and related deliverables from contractors and subcontractors

Conduct thorough hazard identification and risk assessments; develop and communicate appropriate control measures to all relevant parties

Ensure effective communication of HSE policies, objectives, standards, and hazard information to all personnel and contractors in a clear and accessible manner

Perform pre-start safety kick-off meetings with contractors and vendors to establish clear expectations and requirements

Monitor and evaluate HSE performance across all operations; identify nonconformances and implement corrective actions in a timely manner

Investigate all accidents, incidents, and near misses; prepare detailed reports and provide recommendations to prevent recurrence

Support emergency response planning and ensure the availability of appropriate security, traffic management, and emergency arrangements

Maintain comprehensive HSE documentation and prepare regular performance reports for management review

Collaborate with project teams and design consultants to integrate HSE requirements into all operational activities

Provide technical guidance, mentoring, and support to contractors and team members on HSE best practices and compliance requirements

Stay current with evolving HSE regulations, industry standards, and best practices; recommend process improvements and innovations

Foster an inclusive and supportive safety culture that encourages open communication and continuous improvement across all levels of the organization

Bachelor's degree in Occupational Health and Safety, Engineering, Environmental Science, or a related field
-
Level 5 or higher qualification in Occupational Health and Safety (NEBOSH Diploma, IOSH Level 5, NVQ Level 5, OTHM Level 6, or equivalent)

Professional certification such as CM/Cert.-IOSH, CSP, CRSP, MIIRSM, or equivalent

ISO 45001:2018 Lead Auditor certification

Minimum 10 years of professional experience in Health, Safety, and Environment management

Demonstrated experience in construction, industrial, manufacturing, or oil and gas sectors

Proven track record in developing and implementing HSE management systems

Experience conducting safety audits, inspections, and incident investigations

Background in contractor management and HSE compliance oversight
-
Supervision or consulting experience is highly preferred
-
Familiarity with Saudi Arabian HSE regulations and labor law requirements is advantageous
-
Strong analytical and problem-solving abilities with meticulous attention to detail
-
Excellent written and verbal communication skills in English

Proficiency in HSE documentation systems, risk assessment tools, and reporting software

Ability to develop and deliver effective safety training and toolbox talks

Knowledge of Saudi Arabian HSE regulations, labor laws, and legal requirements

Competency in hazard identification, risk assessment, and control implementation

Strong organizational and project management skills

Ability to work collaboratively with diverse teams and stakeholders

Demonstrated resilience and decisiveness in high-pressure situations

Commitment to continuous improvement and innovation in safety practices

Cultural awareness and adaptability in a multinational work environment

Experience working with multinational workforces

Familiarity with Vision 2030 safety initiatives and standards

Knowledge of industry-specific safety standards and best practices
