Job Title EMEA Payroll Transition Manager

Payroll Transformation Specialist About The Role We are looking for a highly experienced Payroll Transformation Specialist to support complex payroll transformation activity across EMEA. This is a hands-on delivery role, not a governance or PMO role.

You will lead end-to-end payroll transition activity, working directly with payroll teams, vendors, and stakeholders to support testing, documentation, training, and payroll stabilisation through transition and go-live.

This is a fixed-term role ending on 17 March 2027, and we are flexible on location.

The role will support payroll vendor changes in Belgium, Germany, and the Netherlands, as well as the transition of Germany ADP Streamline Payroll to ADP Celergo Payroll.

What You Will Do

• You will lead payroll transitions from current vendors or systems to new providers or platforms. You will support payroll teams with data readiness, user acceptance testing, validation, and parallel runs. You will own payroll testing end to end, including test strategy, detailed test scripts, execution, and defect resolution. You will also drive successful parallel payroll runs through to sign-off and go-live.
• You will create clear payroll SOPs, procedures, and work instructions, turning complex payroll and legislative requirements into practical documentation. You will ensure strong knowledge transfer from vendors into internal teams and support post-go-live stabilisation.
• You will act as the day-to-day payroll subject matter expert for payroll teams, HRIS, HR Operations, Finance, and external payroll vendors and local partners. You will challenge vendors where needed, ensure delivery meets requirements, and bridge the gap between technical payroll detail and business needs.
• You will train payroll teams on new payroll systems and vendors, updated processes and controls, and country-specific legislative requirements. A key part of the role will be to build team capability and confidence.
• You will also embed strong payroll controls during transition, including approval frameworks, reconciliations, variance analysis, and audit-ready documentation. You will identify payroll and statutory risks early and drive resolution.

Key deliverables

• Success in this role will mean delivering payroll test plans and detailed test scripts, completing successful parallel payroll runs, producing fully documented payroll SOPs and procedures, building trained and confident payroll teams, and ensuring stable payroll operations after go-live.
• What you will need to have
• You will need strong hands-on experience delivering payroll transitions or payroll implementations, along with strong ADP Celergo Payroll experience. Strong operational payroll expertise in Germany is essential.
• You should also have a strong understanding of gross-to-net processing, statutory reporting, payroll controls, and audit requirements. Practical experience with payroll testing, parallel runs, data validation and reconciliation, and vendor change or platform migration is also important.
• You should be comfortable working independently, able to drive delivery with minimal oversight, and confident operating in complex, fast-moving environments.

What Would Be Great To Have

• Experience with Belgium and or Netherlands payroll would be highly beneficial. Experience with outsourced payroll models and Social Secretaries would also be useful, along with exposure to EMEA payroll governance frameworks. Fluent English is required, and German or Dutch language skills would be a strong advantage.
