Job Description for Asseto – Technical Engineer (Property Management)

Job Purpose

The Technical Engineer supports the Property Management team by overseeing the

technical performance of the assigned property portfolio and ensuring that Total Facilities

Management (TFM) service providers, contractors, and consultants deliver services in

accordance with contractual obligations, approved budgets, applicable regulations, and

company standards.

The role acts as the technical representative of the Property Management team,

coordinating maintenance activities, capital works, fit-out projects, procurement

processes, and regulatory compliance while safeguarding the interests of the property

owner and ensuring an exceptional experience for tenants.

Key Responsibilities

Technical & Property Operations

• Act as the technical representative of the Property Management team for all

engineering, maintenance, and building services matters.

• Oversee and monitor the performance of the appointed TFM contractor, ensuring

compliance with the Facilities Management Agreement, KPIs, SLAs, and statutory

obligations.

• Supervise preventive, corrective, and reactive maintenance activities carried out by

the TFM contractor.

• Conduct regular site inspections to assess the condition of building assets and

verify the quality of work performed.

• Ensure timely resolution of technical issues while minimizing disruption to tenants

and property operations.

• Coordinate planned maintenance activities with the Property Management team

and ensure timely tenant notifications.

Contractor & TFM Management

• Supervise the performance of TFM service providers, specialist contractors,

consultants, and subcontractors.

• Review and validate monthly, weekly, and other periodic reports submitted by TFM

contractors and service providers.

• Arrange and chair regular operational meetings with TFM contractors and service

providers to review performance, outstanding issues, KPIs, and action plans.

• Attend on-site meetings with tenants, contractors, consultants, authorities, and

service providers whenever technical representation is required.

• Assist in reviewing TFM contracts, service agreements, and subcontract agreements

related to maintenance and capital works.

Capital Projects, Fit-Out & Retail Delivery

• Coordinate and monitor tenant fit-out works from design approval through

completion.

• Review retail design submissions and monitor delivery to ensure compliance with

approved drawings, technical specifications, and landlord requirements.

• Ensure fit-out projects are completed within approved timelines while maintaining

compliance with design standards and statutory requirements.

• Monitor refurbishment, enhancement, and capital expenditure (CAPEX) projects to

ensure quality, budget, and programme objectives are achieved.

• Inspect materials and completed works to verify compliance with approved

specifications.

Procurement & Financial Administration

• Act as the liaison between the Property Management team and the Procurement

Department for technical procurements.

• Prepare technical specifications and scopes of work for procurement activities.

• Review technical submissions, quotations, and recommendations during tender

evaluations.

• Prepare and process procurement documentation including Purchase Requisitions

(PRs), Local Purchase Orders (LPOs), technical evaluations, and supporting

approvals.

• Monitor technical project costs and support budget preparation and expenditure

tracking.

Regulatory Compliance & Governance

• Ensure compliance with all applicable UAE and Abu Dhabi regulations, including

ADGM, ADREC, Abu Dhabi Municipality (ADM), Department of Municipalities and

Transport (DMT), Civil Defence, and other relevant authorities.

• Coordinate permits, approvals, and statutory inspections required for maintenance

and project works.

• Process and coordinate Permit to Work (PTW) applications and internal approval

documentation.

• Maintain technical records, statutory certificates, asset information, maintenance

documentation, and engineering reports.

Reporting & Stakeholder Management

• Prepare weekly, bi-weekly, monthly, quarterly, and annual MIS reports summarizing

operational performance, maintenance activities, projects, KPIs, budgets, and key

risks.

• Provide technical recommendations to Property Management regarding asset

performance, lifecycle planning, and operational improvements.

• Coordinate closely with Property Managers to support tenant communications

regarding planned maintenance, shutdowns, inspections, and operational notices.

• Attend management, client, tenant, and ad-hoc meetings requiring technical

expertise and provide professional recommendations.

• Build and maintain effective working relationships with tenants, consultants,

contractors, service providers, and regulatory authorities.

Working Conditions

• Site-based role with regular inspections across managed properties.

• Frequent interaction with tenants, contractors, consultants, and regulatory

authorities.

• May be required to attend emergency incidents or critical maintenance activities

outside normal working hours.

• Required UAE driving license, preferably with own vehicle.
