Job Summary
The HSE Engineer is responsible for implementing and monitoring Health, Safety, and Environmental (HSE) management systems across construction projects. The role ensures compliance with applicable legislation, client requirements, and company HSE policies while promoting a proactive safety culture to prevent workplace incidents and environmental impacts.
Minimum Qualifications
- Level 6 Occupational Health and Safety qualification (or equivalent).
- Bachelor's degree or diploma in Engineering, Occupational Health & Safety, Environmental Science, or a related discipline is preferred.
- Valid First Aid and Fire Warden certification (preferred).
- Professional memberships (e.g., IOSH, IIRSM, or equivalent) are an advantage.
Experience
- Minimum 5 years of HSE experience in the construction industry.
- Proven experience on large-scale building, infrastructure, or industrial construction projects.
- Knowledge of local HSE regulations and international standards.
Key Responsibilities
- Implement and maintain the project HSE Management System.
- Conduct regular site inspections, safety audits, and compliance assessments.
- Identify hazards, conduct risk assessments, and ensure appropriate control measures are implemented.
- Monitor compliance with safe work procedures, permit-to-work systems, and method statements.
- Deliver HSE induction training and toolbox talks to employees and subcontractors.
- Investigate incidents, accidents, and near misses, identify root causes, and implement corrective and preventive actions.
- Ensure the proper use of personal protective equipment (PPE) and safe work practices.
- Review lifting operations, excavation activities, work at height, confined space entry, hot work, and other high-risk activities.
- Coordinate emergency response planning, drills, and evacuation procedures.
- Maintain HSE records, inspection reports, incident reports, and statutory documentation.
- Liaise with clients, consultants, regulatory authorities, and subcontractors on HSE matters.
- Support environmental compliance by monitoring waste management, pollution prevention, and environmental protection measures.
- Prepare weekly and monthly HSE performance reports.
- Promote a positive safety culture through continuous engagement and awareness campaigns.
Knowledge & Skills
- Thorough understanding of construction safety standards and regulations.
- Knowledge of ISO 45001 Occupational Health & Safety Management Systems.
- Knowledge of ISO 14001 Environmental Management Systems is an advantage.
- Strong understanding of hazard identification, risk assessment, and incident investigation techniques.
- Excellent communication and presentation skills.
- Strong leadership, problem-solving, and decision-making abilities.
- Proficiency in Microsoft Office and HSE reporting software.

Working Conditions
- Primarily site-based with frequent inspections of active construction areas.
- May require extended working hours based on project requirements.
- Must be capable of working in outdoor environments under varying weather conditions.

- Zero Lost Time Injuries (LTI).
- Reduction in recordable incidents and near misses.
- Completion of scheduled HSE inspections and audits.
- Timely closure of corrective actions.
- 100% compliance with mandatory HSE training and inductions.
- Compliance with client and regulatory HSE requirements.
Pay: AED5,000.00 - AED7,000.00 per month
