Position Overview
Jones Lang LaSalle is seeking a Technical Engineer PM to lead the delivery and oversight of Whitespace and Technology Infrastructure projects across all business units within the North America -AMER – Europe – EMEA – and Asia Pacific – APAC – regions, including Grey Space (M&E Infrastructure) Capital Projects with full support from CSE team in Hong Kong DC. This role combines strategic project delivery with active client relationship management, serving as a trusted advisor and project leader to expand JLL's Data Center offerings.
Working closely with the Project Director, you will assume full responsibility for all aspects of project delivery, including financial trackers, regular status reporting, while contributing to the business development and marketing strategy for the Projects Business. The position requires ensuring seamless alignment between account organizations and other JLL departments to maximize value creation and deliver excellence in project execution. You will provide strategic direction and oversight that enables business unit and account teams to comprehensively fulfill JLL's commitments to clients.
Key Responsibilities
Business Development & Market Intelligence
The Technical Engineer will build and maintain relationships with key stakeholders at all staffed and unstaffed (POP sites) data centers globally. You will participate in management team meetings, briefings, consultation forums, and contribute to monthly and ad-hoc reporting. Acting as an expert in JLL's Data Center business, culture, and strategy, you will proactively contribute to business improvement initiatives. Working in conjunction with the procurement team, you will develop and manage all bids, tenders, and proposals.
Project Management, Planning & Value Creation
Excellence in project delivery defines this role. You will ensure projects are completed on time, within budget, and to the complete satisfaction of all stakeholders, with the expectation of exceeding client expectations wherever possible. Identifying, reducing, and managing all risks—whether technical, statutory, health and safety, or commercial—associated with every project fall within your remit.
You will build strategic relationships with industry manufacturers and distributors, ensuring compliance with JLL project management policies and procedures. The provision of healthy and safe working conditions is paramount; you will ensure that both client and JLL health and safety policies are effectively implemented across JLL and subcontractor activities, with regular project reviews. This includes timely delivery of Health and Safety documentation and full compliance with local regulations.
Building strong relationships with subcontractors, particularly preferred suppliers, enables cost-effective solutions that meet JLL's quality expectations while managing risk through back-to-back terms and conditions. You will establish and execute resource and people strategies, and ensure positive cash flow through upfront agreement of payment schedules and timely invoice submission. Debt control below 60 days is a key performance indicator.
Delivering projects within agreed budget requirements while maximizing profit through cost reductions and strategic procurement of subcontractor services represents a critical success factor. You will ensure appropriate control systems guarantee that statutory, policy, and contractual commitments are consistently met. As a strategic interpreter of client needs, you will identify new value-added services and ensure opportunities for strategic project development are exploited to increase turnover and profitability.
Collaborative development of the projects business through effective teamwork and colleague support, combined with maintaining a customer focus across all operational activities, ensures sustained success. You will maintain effective relationships with key client contacts and JLL site teams and managers to identify and win project opportunities while promoting and upholding JLL's core values.
Client Relationship Management & Development
Demonstrating credibility and leadership, you will influence project outcomes and manage global client relationships at the project level, acting as an advisor to the Data Centre Solutions management team. Creating alignment between customer needs and project delivery, along with managing issue escalation and resolution, forms the foundation of client satisfaction and retention.
Leadership & Team Development
You will provide direct support to account teams and may have both direct and matrix reporting responsibilities. Managing effectively in a diverse environment with potential multi-regional responsibilities requires adaptability and cultural awareness. Providing direct technical support to the entire Global Project Team.
P&L, Contract Management & Governance
Supporting the financial performance of Data Centre Services, you will take full responsibility for project delivery and manage scope interpretation as required. Leading the sponsorship essential to deliver projects and ensuring fulfillment of JLL's commitment to customers sets the tone and culture for service delivery excellence. You will engage executive involvement as needed to leverage JLL's broader portfolio, introducing new scope and business opportunities as part of delivering an integrated suite of services.
Qualifications & Experience
Required Experience
Candidates must demonstrate a minimum of five years proven project management experience in the Technology/ICT sector, specifically in structured cabling environments. An additional five years of experience developing new project opportunities is essential. You must provide demonstrable evidence of having managed teams successfully and possess experience creating, presenting, and managing bids, tenders, and proposals. Experience running a P&L is required.
Required Skills & Knowledge
Project management skills at contract management level with the ability to manage a portfolio of projects are essential. Strong commercial awareness combined with robust financial acumen enables effective decision-making. You must possess strong influencing, and negotiation skills, present with confidence, and understand commercial and financial metrics thoroughly.
Knowledge of the structured cabling and construction market, along with specific knowledge of the data center market and industry, is required. Understanding of project management methodology, construction health and safety law and legislation, and general financial terminology provides the foundation for effective project execution. Excellence in internal and external customer management, networking skills, and marketing capabilities round out the required skill set.
Qualifications
A recognized technical qualification in ICT or structured cabling is required, along with business-standard written and verbal literacy and above-average numeracy skills. A recognized qualification in project management is essential. Qualifications such as PRINCE II, CNIDP (Certified Network Infrastructure Design Professional), CDCDP (Certified Data Centre Design Professional), or CTPM (Certified Technology Project Manager) are highly valued.

The ability to travel within the North America region where your presence and expertise are required onsite to meet project delivery commitments is required.
