Role Summary

The Business Development Manager is responsible for driving revenue growth, expanding market presence, and leading strategic business development initiatives across multiple sectors.

This role owns the full business development cycle from market intelligence and lead generation to proposal strategy, negotiation, closing, and long-term client relationship management.

The Business Development Manager will also oversee proposal development, supervise junior BD team members, and ensure alignment between commercial strategy, project delivery, and organizational objectives.

Key Responsibilities

  1. Business Strategy & Growth

Develop and execute comprehensive business development strategies aligned with company growth targets.

Identify new markets, sectors, partnerships, and revenue streams.

Set annual and quarterly revenue targets and KPIs.

Build and manage a strong sales pipeline with accurate forecasting.

Monitor competitor activities, market trends, and industry developments.

Present growth strategies and performance reports to senior management.

  1. Client Acquisition & Revenue Generation

Lead client acquisition efforts, including lead generation, prospecting, and strategic outreach.

Build relationships with decision-makers and key stakeholders.

Lead negotiations and close commercial agreements.

Oversee proposal pricing strategy and commercial structuring.

Ensure revenue targets and profit margins are achieved.

  1. Proposal & RFP Management

Lead and supervise the preparation of RFPs, tenders, and strategic proposals.

Review and approve proposals before submission to ensure quality and alignment.

Develop winning strategies for competitive bids.

Collaborate with design, technical, finance, and operations teams to ensure comprehensive submissions.

Oversee cost estimation and commercial modeling.

  1. Project & Account Oversight

Ensure smooth transition from sales to project execution.

Oversee high-value accounts and maintain executive-level relationships.

Monitor project performance from a commercial perspective (budget, scope, profitability).

Ensure client satisfaction and identify upselling or cross-selling opportunities.

  1. Leadership & Team Management

Lead, mentor, and supervise Business Development Specialists and coordinators.

Set performance objectives and conduct evaluations.

Establish structured reporting systems and sales dashboards.

Build a high-performance BD culture focused on results and accountability.

  1. Networking & Representation

Represent the company at conferences, industry events, committees, and official meetings.

Build strategic partnerships with government entities, private sector clients, and industry leaders.

Strengthen brand positioning through strategic relationship building.

  1. Reporting & Performance Management

Prepare weekly, monthly, and quarterly performance reports.

Track proposal win rates, pipeline value, and revenue performance.

Provide data-driven insights and recommend strategic adjustments.

Monitor KPIs and ensure targets are met or exceeded.

Bachelor’s degree in Business Administration, Marketing, Management, or related field.

5–8+ years of proven experience in Business Development or Sales leadership roles.

Strong track record of meeting or exceeding revenue targets.

Experience managing RFPs, tenders, and complex proposals.

Strong financial acumen and understanding of pricing strategies.

Fluency in Arabic and English (written and spoken).
