As our Regulatory Licensing Officer, APAC, you will play a key role in advancing dLocal’s licensing agenda across the Asia-Pacific region.

This role is primarily focused on licensing strategy and execution, supporting the business in scaling in a compliant and sustainable way through new license applications, renewals, variations, regulatory approvals, and related regulatory engagement across multiple jurisdictions.

You will work closely with business, legal, compliance, and local stakeholders to assess licensing requirements, manage licensing pipelines, and support market expansion priorities across APAC.

The role requires someone who can operate independently, engage directly with regulators and external counsel, and combine strong execution with sound judgement in complex, cross-border regulatory environments.

This position will prioritize candidates based in Singapore, China, or Malaysia, in line with the team’s hybrid operating model.

Strong profiles from other APAC locations may also be considered.

What will I be doing?

  • Lead and support licensing projects across APAC markets, including new applications, renewals, variations, and other regulatory approvals required to support business activities.
  • Assess licensing requirements, regulatory pathways, and approval strategies for new markets, products, and legal entities across the region.
  • Partner with internal stakeholders to evaluate the licensing impact of business initiatives, expansion plans, and structural or operational changes.
  • Help define licensing strategy and sequencing for market entry and regulatory prioritization across APAC.
  • Manage and track licensing pipelines, key milestones, dependencies, and submissions to ensure timely and high-quality execution.
  • Prepare, coordinate, and support licensing submissions, regulator questionnaires, follow-up requests, and related documentation.
  • Liaise directly with regulators, external counsel, and relevant internal teams throughout licensing and approval processes.
  • Provide practical advice on licensing-related regulatory issues in payments, fintech, and financial services across multiple APAC jurisdictions.
  • Support due diligence and internal decision-making by identifying key licensing constraints, risks, and jurisdiction-specific considerations relevant to business expansion.
  • Maintain clear documentation and internal visibility over licensing statuses, submissions, approval conditions, and key regulatory commitments linked to licenses.

What skills do I need?

  • Advanced degree in law, compliance, finance, public policy, or a comparable field.
  • 5+ years of relevant experience in regulatory affairs, licensing, compliance, or legal advisory roles.
  • Strong hands-on experience with APAC licensing and regulatory approval matters in payments, fintech, financial institutions, or similarly regulated sectors.
  • Demonstrated experience dealing directly with regulators and managing licensing processes across multiple jurisdictions.
  • Strong understanding of regulatory frameworks and licensing approaches across APAC.
  • Ability to work independently and effectively
