Job description

REPORTING TO : Executive Management

LOCATION : Dammam

BASIC FUNCTION:

Incumbent is to develop, manage and control all facets of contract formation, negotiation, and management and provide technical guidance and oversight of the procurement function to all levels of staff and management. He/She shall lead and support the entire procurement life cycle for all goods and services that the company procures. He/she shall apply professional purchasing concepts, standards, and organizational objectives to complete complex procurement/contracting assignments.

PRINCIPAL DUTIES :

A. Performs job duties adequately and properly; follow personnel and department policies and operating procedures; show respect, tact, and courtesy in dealings with coworkers and the general public; behave in a manner that does not obstruct or hinder other employees from completing their duties; act in a manner that is safe and follow the Company’s safety procedures at all times.

B. Provides day-to-day contract administration support and manages and administers the full life cycle of the procurement and contracts processes.

C. Drafts complex legally binding contracts, agreements or instruments such as non-disclosure, lease agreements, purchase orders contracts and subcontracts utilizing both custom and standard terms and conditions.

D. Assists staff in negotiating contract terms and conditions ensuring that they are as favorable to Company’s business interests as possible, minimize risk and are in compliance with applicable laws, regulations, policies and procedures.

E. Serves as a subject matter expert in procurement and contracting and develops standards for legally binding agreements, contracts, policies, procedures, templates, tools and systems.

F. Provide subject matter expertise, advice, recommendations, training and guidance to staff and management on contractual and procurement related issues, policies, procedures, issues, and systems.

G. Owns the procurement process and support various procurement functions such as strategic sourcing, subcontracting, vendor file management, and assist staff in drafting of requests for proposals, specifications, terms of reference, evaluation criteria and sole source justification.

H. Researches unique legal or contractual issues impacting the organization regarding contract, procurement, intellectual property and other international and corporate issues by identifying related best practices statutes, regulations - Has the ability to understand and interpret basic legal concepts and explain legal language.

I. Establishes and maintains positive working relationships with internal and external clients and stakeholders.

J. Performs other miscellaneous duties as directed by executive management.

MINIMUM REQUIREMENTS:

A. Education: A bachelor’s degree in a Business or Engineering discipline. An advanced degree is preferred (e.g., MBA, Law)

B. Experience required: 18 years of experience in Contracts &Procurement or in similar position.

C. Excellent management and leadership skills.

D. Possesses superior attention to detail in order to spot inconsistencies in contracts.

E. knowledge of local and international procurement and contracting regulations, laws and procedures.

F. Conversant with Microsoft Office and purchasing software.

G. Excellent communication and negotiation skills.
