Job description

Role Purpose

To support leadership decision-making on acquisition, sustainment, and asset investments by translating life cycle cost, through-life support, and asset management analysis into clear, compelling, decision-ready narratives, presentations, and reports, drawing on hands-on technical experience to interpret, challenge, and frame findings so that leadership can act on them with confidence.

Core Responsibilities

Functional Responsibilities

  • Lead the development of executive presentations, decision papers, and reports that package life cycle cost, through-life support, and asset management findings into clear storylines with actionable recommendations for leadership and decision forums.
  • Interpret and synthesize technical outputs from cost, ILS, reliability, and asset management teams, contractors, and OEMs into leadership-level insights, identifying what matters, why, and what decision is required.
  • Apply hands-on life cycle cost and asset management experience to challenge assumptions, test the logic and credibility of analysis, and ensure findings are defensible before they reach leadership.
  • Define the storyline, structure, and visual approach for advisory deliverables, and set the standard for clarity, consistency, and quality across the team's outputs.
  • Prepare briefing materials, talking points, and anticipated questions for senior leadership engagements, covering likely pressure points on cost, affordability, and support strategy.
  • Develop recurring reporting on the organization's cost, asset, and sustainment position, including dashboards and periodic updates tailored to different leadership audiences.
  • Coordinate with technical and functional units to align on findings, resolve inconsistencies, and ensure a single agreed narrative reaches leadership.
  • Benchmark advisory and reporting practices against leading defence, government, and consulting standards, and adapt them to the organization's context.
  • Support the adoption of approved recommendations by preparing communication materials and follow-up reporting on implementation and outcomes.

Strategy & Planning

  • Frame strategic options, scenarios, and trade-offs on future fleet, capability, and sustainment choices in a format that supports senior discussion and decision-making.
  • Develop and update detailed plans and progress reports for the advisory and reporting portfolio to support effective planning and decision-making.
  • Coordinate inputs from units and stakeholders to support the department's planning and reporting cycles.

People Management

  • Lead and manage day-to-day performance of direct reports by setting individual objectives, providing ongoing feedback and guidance, conducting performance appraisals, and supporting skills and capability development.
  • Embed and role-model the Function's leadership, performance, and values culture at team level, and support execution of talent development and succession activities within assigned teams.

Policies & Procedures

  • Develop and implement standards, templates, and style guides for advisory deliverables, presentations, and leadership reporting within assigned scope, and support their consistent application across the organization.
  • Monitor the quality, accuracy, and compliance of leadership-facing materials with approval protocols, data governance, and confidentiality requirements, identify issues, and support timely resolution.
  • Identify and recommend improvements that raise the quality, consistency, and impact of advisory and reporting work.

Qualifications and Experience

  • Preferably bachelor’s degree in engineering, cost engineering, economics, finance, or a related discipline.
  • Master's degree/MBA or equivalent preferred.
  • ICEAA CCEA/PCEA, AACE CCP/CEP, CMRP, SOLE CPL, IAM Diploma, or ISO 55001 a strong plus.
  • 8 to 10 years of experience with a hands-on background in life cycle costing, cost estimating, ILS, reliability, or asset management in defence, aerospace, rail, marine, energy, or aviation, followed by consulting or advisory experience.
  • Proven ability to build executive-quality presentations and reports and to communicate complex technical findings to senior audiences.
  • Working knowledge of cost, risk, ILS, or reliability tools (e.g., ACEIT, PRICE, SEER, @RISK, ReliaSoft) and asset systems (e.g., SAP PM, Maximo); strong Excel and Power BI or Tableau.
  • Fluent in Arabic and English.
