Manpower Operations & Development Manager

We are looking for an experienced Manpower Operations & Development Manager with 4–5 years of experience in the manpower industry.

The ideal candidate should have strong practical knowledge of manpower operations, workforce requirements, recruitment, deployment, costing, quotations, and execution.

The primary responsibility of this role is to handle manpower enquiries from receipt to closure, ensuring that client requirements are properly understood, commercially evaluated, coordinated with the relevant teams, and successfully executed.

Key Responsibilities

• Receive and review incoming manpower enquiries and understand the client's requirements.
• Analyse manpower requirements, including job categories, quantities, skills, experience, accommodation, transportation, working hours, and other requirements.
• Coordinate with recruitment and operations teams to determine manpower availability and sourcing requirements.
• Prepare manpower costing and commercial proposals based on client requirements.
• Prepare and submit quotations and offers to clients.
• Follow up on enquiries, quotations, and proposals and convert enquiries into confirmed orders.
• Coordinate with the recruitment and operations teams for the execution and fulfilment of confirmed manpower requirements.
• Ensure client requirements are clearly communicated to the relevant internal teams.
• Monitor manpower requirements from enquiry through deployment and execution.
• Maintain proper records of enquiries, quotations, orders, and ongoing requirements.
• Communicate with clients regarding manpower requirements, updates, and execution.
• Identify operational issues and coordinate with the concerned teams for timely resolution.
• Maintain strong relationships with existing clients and support repeat business.

Requirements

• 4–5 years of relevant experience in the UAE manpower industry.
• Strong practical knowledge of manpower operations and execution.
• Good understanding of recruitment, manpower sourcing, deployment, and workforce requirements.
• Experience in manpower costing and quotation preparation.
• Ability to handle a manpower enquiry from initial requirement through quotation, confirmation, and execution.
• Good communication and negotiation skills.
• Strong coordination, organisational, and follow-up skills.
• Ability to work effectively with clients, recruitment teams, and operations teams.
• Valid UAE Driving Licence – Mandatory.
