Safety Officer – Role & Responsibilities

Job Title: Safety Officer – NEBOSH Certified
Department: HSE / Projects
Reports To: Project Manager

Role:
The Safety Officer is responsible for implementing and monitoring all Health, Safety and Environmental (HSE) requirements at project sites, ensuring compliance with UAE regulations, client requirements, approved method statements, risk assessments, and company HSE procedures.

Key Responsibilities

• Site Safety Monitoring
• Conduct daily site inspections to identify unsafe acts, unsafe conditions, and potential hazards.
• Ensure all site activities are carried out safely and in accordance with approved procedures.
• Monitor workers, supervisors, subcontractors, and visitors for compliance with safety requirements.
• Work Permits & Approvals
• Ensure required Work Permits, Hot Work Permits, Confined Space Permits, Work at Height Permits, etc., are obtained before commencing relevant activities.
• Verify that required approvals are obtained from the concerned client/department before starting work.
• Ensure work is stopped immediately if the required permit or approval is not available.
• Risk Assessment & Method Statements
• Review and monitor compliance with approved Risk Assessments (RA) and Method Statements (MS).
• Conduct Job Safety Analysis (JSA) where required.
• Ensure workers understand the hazards and control measures before starting work.
• Toolbox Talks & Safety Training
• Conduct regular toolbox talks and daily safety briefings.
• Provide safety awareness training to workers and supervisors.
• Ensure workers understand PPE requirements, emergency procedures, and safe working practices.
• Personal Protective Equipment (PPE)
• Ensure workers use appropriate PPE such as safety helmets, safety shoes, gloves, safety glasses, harnesses, reflective vests, and other task-specific PPE.
• Inspect PPE regularly and arrange replacement of damaged or defective equipment.
• Inspection of Equipment & Work Areas
• Inspect scaffolding, ladders, lifting equipment, power tools, electrical equipment, machinery, and other site equipment.
• Ensure equipment has valid inspection/certification where required.
• Maintain records of safety inspections.
• Work at Height
• Monitor all work-at-height activities.
• Ensure proper scaffolding, ladders, guardrails, lifelines, and fall-protection systems are provided.
• Verify that workers using safety harnesses are properly trained and connected to approved anchorage points.
• Housekeeping & Site Conditions
• Ensure good housekeeping and clear access/egress routes.
• Monitor proper storage of materials, tools, chemicals, and equipment.
• Ensure waste is removed regularly and work areas remain clean and safe.
• Incident & Near-Miss Management
• Immediately report and investigate accidents, incidents, near misses, and unsafe occurrences.
• Prepare incident reports and recommend corrective and preventive actions.
• Follow up to ensure corrective actions are implemented and closed.
• Emergency Preparedness
• Ensure emergency procedures are communicated to all site personnel.
• Check availability and accessibility of fire extinguishers, first-aid kits, emergency exits, and emergency contact information.
• Participate in emergency drills where required.
• Environmental Safety
• Monitor proper disposal of construction and maintenance waste.
• Ensure appropriate controls for dust, noise, spills, chemicals, and other environmental risks.
• Report environmental incidents and recommend corrective measures.
• Client & Authority Compliance
• Ensure compliance with client HSE requirements and site safety rules.
• Coordinate with client HSE/Safety Officers during inspections.
• Attend safety meetings and implement instructions issued by the client or concerned authorities.
• Safety Documentation
• Maintain records of:
• Daily safety inspections
• Toolbox talks
• Training records
• Risk assessments
• Method statements
• Work permits
• Equipment inspection certificates
• Incident/near-miss reports
• Corrective action reports
• Prepare regular HSE reports for management.
• Stop-Work Authority
• Immediately stop any activity that presents a serious or imminent risk to workers, property, or the environment.
• Inform the Project Manager/HSE Manager and concerned personnel before allowing work to resume.
• Continuous Improvement
• Identify recurring safety issues and recommend preventive measures.
• Promote a positive safety culture among employees and subcontractors.
• Ensure lessons learned from incidents are communicated to the project team.

Minimum Qualification

• NEBOSH certification – preferably NEBOSH IGC.
• Relevant HSE/Safety experience in construction, civil, MEP, maintenance, or fit-out projects.
• Knowledge of UAE construction and occupational health & safety requirements.
• First Aid and Fire Safety training/certification preferred.
• Good communication and reporting skills.
• Ability to conduct toolbox talks, site inspections, risk assessments, and safety briefings.
• Preferable with Valid UAE Driving License.

Pay: AED3,000.00 - AED5,000.00 per month
