Job description

Key Responsibilities:

  • Identify and analyze risks associated with dam design, construction, operation, maintenance and rehabilitation activities.
  • Assess technical, structural, geotechnical, hydrological, hydraulic, operational, environmental, financial and industrial risks.
  • Review inspection findings, monitoring data, asset-condition reports, incidents and O&M performance information to identify existing and emerging risks.
  • Support assessments of risks associated with flooding, extreme rainfall, overtopping, seepage, slope instability, structural deterioration and equipment failure.
  • Evaluate risk likelihood, potential consequences and existing controls using approved risk-assessment methodologies.
  • Develop practical prevention, mitigation, monitoring and contingency plans.
  • Support the preparation and implementation of risk-management policies, procedures and control measures.
  • Monitor preventive actions and verify their implementation against agreed responsibilities and target dates.
  • Maintain project and operational risk registers, databases, models and corrective-action trackers.
  • Record risk descriptions, causes, consequences, ratings, controls, mitigation actions, owners and due dates.
  • Regularly update risk information to reflect changing site conditions, operational performance and project developments.
  • Assist with risk workshops, technical reviews and multidisciplinary risk-assessment sessions.
  • Coordinate with risk owners to obtain updates and follow up overdue or incomplete mitigation actions.
  • Review contractors’ risk-management plans, method statements, emergency arrangements and relevant technical submissions.
  • Monitor contractor compliance with approved risk controls and contractual requirements.
  • Support the integration of risk requirements into project plans, O&M procedures, technical specifications and contracts.
  • Develop risk indicators, dashboards, trend analyses and early-warning information.
  • Prepare periodic risk reports, follow-up analyses, management summaries and recommended actions.
  • Escalate critical and high-priority risks in accordance with approved governance and communication procedures.
  • Support emergency action planning, contingency planning and business-continuity activities.
  • Maintain organized records of risk studies, assessment reports, workshop outputs and supporting evidence.
  • Contribute to lessons-learned reviews and the continuous improvement of risk-management processes.
  • Prepare clear daily, weekly, monthly, annual and technical reports as required by the assignment.
  • Coordinate with government stakeholders, consultants, contractors and multidisciplinary teams.
  • Attend meetings, risk workshops, inspections and site visits anywhere in Saudi Arabia as required.
  • Comply with Saudi laws, applicable codes, Client procedures, quality requirements and occupational health and safety obligations.

Minimum Requirements:

  • Bachelor’s degree in Engineering, Risk Management or an equivalent discipline from a recognized university.
  • Minimum 6 years of professional experience closely related to dam design, operation or maintenance.
  • Proven experience conducting or supporting risk assessments for dams and associated infrastructure.
  • Evidence of previous involvement in dam-risk studies, assessments or reports is required.
  • Understanding of dam-safety hazards, failure modes, consequence assessment and risk-mitigation principles.
  • Experience maintaining risk registers, databases, assessment models and corrective-action trackers.
  • Ability to analyze technical reports, inspection findings, monitoring data and O&M performance information.
  • Knowledge of qualitative and semi-quantitative risk-assessment methods.
  • Strong analytical, technical-reporting and data-management skills.
  • Relevant experience must be supported by verifiable employment records, project references, reports or studies when requested.
