Job description

Key Responsibilities:

  • Develop environmental requirements, standards and procedures for dam projects and O&M activities.
  • Prepare and implement environmental management and monitoring plans.
  • Conduct and review environmental impact assessments and related technical studies.
  • Identify environmental risks associated with dam operation, maintenance, rehabilitation and construction activities.
  • Assess potential impacts on water quality, air quality, soil, groundwater, biodiversity, aquatic habitats and surrounding communities.
  • Support the preparation, submission and maintenance of environmental permits, licences and approvals.
  • Maintain an environmental legal register and monitor compliance with applicable requirements.
  • Audit contractors’ environmental performance, management plans and technical submissions.
  • Review environmental method statements, risk assessments, monitoring plans and emergency-response procedures.
  • Conduct site inspections and verify compliance with approved environmental requirements.
  • Monitor waste generation, segregation, storage, transportation and disposal.
  • Review the handling, storage and control of fuel, oil, chemicals and hazardous materials.
  • Monitor erosion, sedimentation, dust, noise, wastewater discharge and pollution-prevention measures.
  • Review reservoir and downstream water-quality monitoring programs.
  • Assess environmental implications of sediment removal, dredging, disposal and rehabilitation activities.
  • Review specifications, scopes of work and tender documents against Saudi environmental regulations and applicable standards.
  • Confirm that environmental requirements are incorporated into project and O&M contracts.
  • Investigate environmental incidents, complaints, spills, exceedances and non-conformances.
  • Conduct or support root-cause analyses and recommend corrective and preventive actions.
  • Track environmental observations and corrective actions through to verified closure.
  • Coordinate environmental sampling, laboratory testing and interpretation of monitoring results.
  • Develop environmental KPIs and monitor contractor performance against agreed targets.
  • Analyze environmental data and identify trends, recurring issues and improvement opportunities.
  • Coordinate practical environmental solutions with engineering, operations, maintenance, quality and HSE teams.
  • Promote the adoption of relevant international environmental practices and sustainable solutions.
  • Support environmental awareness programs, inductions, toolbox talks and specialist training.
  • Liaise with regulators, government stakeholders, consultants, contractors and affected parties.
  • Prepare clear daily, weekly, monthly, annual and technical reports as required by the assignment.
  • Present environmental findings, compliance status, risks and recommendations to senior stakeholders.
  • Attend meetings, inspections and site visits anywhere in Saudi Arabia as required.
  • Comply with Saudi laws, applicable codes, Client procedures, quality requirements and occupational health and safety obligations.

Minimum Requirements:

  • Bachelor’s degree in Environmental Engineering or an equivalent relevant discipline from a recognized university.
  • Minimum 20 years of professional experience in environmental engineering and management.
  • Direct experience preparing or reviewing environmental impact assessments.
  • Demonstrated experience obtaining and maintaining environmental permits and approvals.
  • Comprehensive knowledge of Saudi and applicable international environmental requirements.
  • Experience with dams, water infrastructure, utilities, major civil works or comparable asset-intensive projects.
  • Experience auditing contractors’ environmental compliance and technical submissions.
  • Strong knowledge of water quality, pollution prevention, waste management, environmental monitoring and incident investigation.
  • Ability to interpret environmental data, laboratory results and regulatory requirements.
  • Experience preparing environmental plans, procedures, specifications and management reports.
  • Strong technical-reporting, analytical, communication and stakeholder-management capabilities.
  • Relevant experience must be supported by verifiable employment records, project references, reports or studies when requested.
