Project Site Manager - Data Center Construction (Liquid Cooling & Air Containment Systems)
Position Summary
The Site Manager is responsible for the planning, coordination, supervision, and execution of all on-site construction activities related to liquid cooling piping systems, manifolds, chilled water networks, hot aisle/cold aisle containment systems, and associated mechanical installations within data center projects. The role ensures that works are delivered safely, on schedule, within budget, and in accordance with project specifications, quality standards, and client requirements.
The Site Manager serves as the primary on-site leader, coordinating multidisciplinary teams, subcontractors, vendors, consultants, and commissioning teams to achieve successful project delivery and client handover.
Key Responsibilities
Site Leadership & Construction Management
- Lead all site activities related to liquid cooling and containment system installations.
- Manage day-to-day construction operations in accordance with project schedules and milestones.
- Coordinate site teams, subcontractors, supervisors, and foremen to achieve project objectives.
- Ensure construction activities are executed in compliance with approved drawings, specifications, method statements, and project procedures.
- Maintain overall responsibility for site productivity, progress, and workmanship quality.
- Identify and remove execution constraints to maintain project momentum.
- Coordinate with the Project Manager and Project Director.
Project Planning & Scheduling
- Develop detailed look-ahead plans and short-term execution schedules.
- Coordinate construction sequencing with client, consultants, general contractors, and other trades.
- Monitor progress against baseline schedules and recovery plans.
- Ensure labor, materials, tools, and equipment are available to support planned activities.
- Participate in project planning and coordination meetings.
Mechanical Installation Management
Oversee installation activities including:
- Liquid cooling distribution systems.
- Chilled water piping networks.
- Manifolds and distribution headers.
- Isolation and control valves.
- Piping supports, hangers, and seismic bracing.
- Flexible connections and specialized fittings.
- Hot aisle containment systems.
- Cold aisle containment systems.
- Rack-level cooling infrastructure and associated accessories.
Ensure installations meet project specifications and manufacturer's requirements.
Health, Safety & Environmental Management
- Promote and maintain a strong safety culture across all site activities.
- Ensure full compliance with project HSE requirements and local regulations.
- Conduct regular site safety inspections and toolbox talks.
- Review and approve risk assessments and method statements before work commencement.
- Ensure safe lifting, work-at-height, confined space, and pressure testing activities are properly controlled.
- Lead investigations of incidents and near misses where required.
- Maintain a zero-harm approach throughout project execution.
Quality Management
- Ensure works are executed in accordance with approved quality requirements.
- Coordinate inspections with QA/QC teams and client representatives.
- Verify readiness for inspections, testing, and commissioning activities.
- Ensure prompt resolution of NCRs and punch-list items.
- Monitor workmanship standards across all construction activities.
- Support quality audits and client inspections.
Site Coordination & Interface Management
- Coordinate activities with:
- General contractor.
- Mechanical subcontractors.
- Electrical contractors.
- Commissioning teams.
- Client representatives.
- Consultants.
- Equipment vendors.
- Manage work interfaces to minimize disruption and avoid construction conflicts.
- Participate in daily and weekly coordination meetings.
- Ensure proper communication of construction priorities across all stakeholders.
Resource Management
- Manage site manpower, supervisors, and subcontractor resources.
- Monitor labor productivity and implement improvement initiatives where needed.
- Ensure efficient allocation of personnel and equipment.
- Monitor material consumption and site logistics.
- Review workforce requirements and forecast future resource needs.
Commercial & Cost Control Support
- Support project management in cost control activities.
- Monitor progress against budgets and labor productivity targets.
- Identify and report potential cost impacts and change orders.
- Assist in evaluating subcontractor performance and claims.
- Ensure works are delivered efficiently and in accordance with approved budgets.
Testing, Commissioning & Handover
- Coordinate construction completion and readiness for testing activities.
- Support flushing, pressure testing, leak testing, and system validation activities.
- Ensure all construction punch items are completed before handover.
- Coordinate with commissioning teams during system startup and integrated testing.
- Support preparation of turnover packages and as-built documentation.
- Ensure successful client acceptance and project close-out.
Technical Requirements
Essential Experience
- Minimum 5~7 years in a Site Manager or Construction Manager or relatable role within Mechanical or MEP projects.
- Experience managing multiple subcontractors and large site teams simultaneously.
Technical Knowledge
Strong understanding of:
- Data center construction methodologies.
- Mechanical piping systems.
- Chilled water systems.
- Pipe fabrication and installation practices.
- Hydrostatic testing and flushing procedures.
- Mechanical completion processes.
- Containment system installation techniques.
- Commissioning and integrated systems testing.
- Construction sequencing in live or partially operational environments.
Leadership & Management Responsibilities
- Lead site engineers, supervisors, foremen, and subcontractors.
- Establish clear site priorities and execution strategies.
- Conduct daily progress reviews and workforce briefings.
- Foster a collaborative and solutions-oriented site culture.
- Drive accountability for safety, quality, schedule, and productivity targets.
Educational Background
Minimum Requirements
- Bachelor's Degree in Mechanical Engineering, Construction Engineering, Civil Engineering, or a related discipline.
Preferred
- Degree in Mechanical Engineering with a focus on HVAC or Building Services.
- Additional qualifications in Construction Management or Project Management.
