Key Responsibilities:
- Supervise contractors’ daily mechanical O&M activities at assigned dam facilities.
- Review and audit mechanical works performed by contractors.
- Inspect gates, valves, pumps, actuators, hoists, pipelines, hydraulic power units and associated equipment.
- Verify that site activities follow approved drawings, specifications, method statements and maintenance procedures.
- Monitor repair, replacement, installation, alignment, testing and commissioning activities.
- Witness functional, pressure, leakage, performance and operational tests.
- Verify the condition and operation of mechanical safety devices and protection systems.
- Confirm that materials and equipment delivered to site comply with approved technical submissions.
- Review inspection and test plans and participate in required hold- and witness-point inspections.
- Identify defective work, issue observations and follow up corrective actions through to closure.
- Maintain accurate inspection records, site photographs, test results and completion evidence.
- Monitor the operation, availability and reliability of dam mechanical and hydraulic systems.
- Coordinate preventive, predictive, corrective and emergency maintenance activities.
- Review daily and weekly maintenance plans and verify readiness before work begins.
- Coordinate equipment isolation, shutdown, testing, restart and return to service.
- Monitor equipment failures, leakage, vibration, overheating, abnormal noise and other performance concerns.
- Support troubleshooting and root-cause analysis of recurring mechanical failures.
- Recommend corrective, preventive and reliability-improvement measures.
- Monitor maintenance backlogs and prioritize critical and safety-related work.
- Verify that spare parts, tools, lifting equipment and specialist resources are available.
- Support emergency response to gate, valve, pump, pipeline and hydraulic-system failures.
- Confirm that maintenance history and equipment information are updated in SAP or the approved maintenance-management system.
- Prepare and review mechanical technical specifications, scopes of work and bills of quantities.
- Review contractors’ drawings, calculations, data sheets, method statements and technical proposals.
- Review hydraulic calculations covering flow, pressure, head loss, pipe sizing and equipment capacity.
- Verify the selection and sizing of pumps, valves, gates, actuators and hydraulic equipment.
- Review facility hydraulic studies and evaluate their impact on mechanical equipment and operations.
- Check compliance with project specifications, Saudi codes and applicable international standards.
- Review material selection, pressure ratings, corrosion protection and equipment-access requirements.
- Review as-built drawings, test certificates, warranties, spare-parts schedules and O&M manuals.
- Prepare technical recommendations for equipment repair, rehabilitation, upgrade or replacement.
- Coordinate daily activities with contractors, operators, technicians and multidisciplinary site teams.
- Participate in toolbox talks, permit-to-work reviews and site coordination meetings.
- Monitor contractor manpower, equipment, productivity, safety performance and schedule compliance.
- Review contractor progress and identify delays, constraints and resource shortages.
- Coordinate mechanical works with civil, electrical, hydraulic, instrumentation, control, quality and HSE teams.
- Provide technical input for progress verification, payment assessments and variation reviews.
- Escalate critical technical, safety and operational issues to project management.
- Attend inspections, meetings and site visits anywhere in Saudi Arabia as required.
- Prepare facility technical reports and review hydraulic studies for dams and water infrastructure.
- Prepare clear daily, weekly, monthly, annual and technical reports as required by the assignment.
- Report equipment condition, work progress, contractor performance, defects, risks and corrective actions.
- Maintain registers for inspections, technical submissions, maintenance activities and non-conformances.
- Coordinate with government stakeholders, consultants, contractors and multidisciplinary teams.
- Comply with Saudi laws, applicable codes, Client procedures, quality requirements and occupational health and safety obligations.
Minimum Requirements:
- Bachelor’s degree in Mechanical Engineering from a recognized university.
- Minimum 8 years of professional experience in mechanical, hydraulic and pumping works.
- Previous experience with dam facilities is required.
- Practical site experience supervising mechanical installation, maintenance, testing and commissioning.
- Strong knowledge of pumps, gates, valves, actuators, hoists, pipelines and hydraulic power units.
- Experience reviewing hydraulic calculations, mechanical drawings and technical specifications.
- Knowledge of preventive, predictive, corrective and emergency maintenance practices.
- Experience reviewing contractors’ technical submissions, method statements and inspection requests.
- Familiarity with Saudi codes and applicable international mechanical engineering standards.
- Ability to interpret mechanical drawings, piping layouts, equipment data sheets and O&M manuals.
- Strong inspection, technical-reporting, coordination and problem-solving capabilities.
- Relevant experience must be supported by verifiable employment records, project references, reports or studies when requested.
