Key Responsibilities:
- Supervise contractors’ daily electrical O&M activities at assigned dam and water facilities.
- Review and audit electrical works performed by contractors.
- Inspect power-distribution, control, communication, low-current and backup-power systems.
- Verify that site works comply with approved drawings, specifications, method statements and inspection plans.
- Inspect transformers, switchgear, distribution boards, motor control centres, cables, motors and protection systems.
- Monitor installation, termination, testing, commissioning, energization and handover activities.
- Confirm that materials and equipment delivered to site comply with approved technical submissions.
- Witness electrical tests, including insulation resistance, continuity, earthing, protection and functional tests.
- Verify the calibration and functionality of relevant meters, relays, instruments and control devices.
- Identify defective or non-compliant work and follow corrective actions through to closure.
- Maintain accurate inspection records, test results, site observations and completion evidence
- Monitor the condition, availability and reliability of electrical systems serving dam facilities.
- Coordinate preventive, predictive, corrective and emergency electrical maintenance.
- Review daily and weekly maintenance plans and confirm readiness before work begins.
- Coordinate electrical isolations, shutdowns, testing, energization and return-to-service activities.
- Verify compliance with approved lockout/tagout and permit-to-work requirements.
- Monitor electrical faults, power interruptions, overheating, insulation failures and abnormal equipment conditions.
- Support troubleshooting and root-cause analysis of recurring electrical failures.
- Recommend corrective, preventive and reliability-improvement measures.
- Monitor maintenance backlogs and prioritize critical and safety-related electrical work.
- Verify the availability of spare parts, tools, test equipment and specialist resources.
- Support emergency response to loss of power, equipment failure, communication loss and control-system faults.
- Confirm that maintenance history and equipment records are updated in SAP or the approved maintenance-management system.
- Review contractors’ electrical drawings, calculations, data sheets, method statements and technical submissions.
- Prepare electrical specifications, scopes of work, bills of quantities and improvement reports.
- Review electrical load schedules, demand calculations, cable sizing and voltage-drop calculations.
- Review short-circuit, protection-coordination, selectivity and earthing calculations where required.
- Verify compliance with project specifications, the Saudi Building Code and applicable electrical standards.
- Review medium-voltage and low-voltage systems and associated protection requirements.
- Review pump- and motor-starting systems, including direct-on-line starters, soft starters and variable-frequency drives.
- Review normal, standby and emergency power arrangements, including generators, UPS systems and batteries.
- Assess switchgear, transformers, motor control centres, distribution panels and power cables.
- Review communications, telemetry, fire alarms, CCTV, access control and other low-current systems.
- Support technical review of SCADA, PLC, instrumentation and control-system interfaces.
- Review clean- and renewable-energy systems proposed for remote dam and water facilities.
- Review as-built drawings, test certificates, equipment warranties, spare-parts schedules and O&M manuals.
- Recommend repair, rehabilitation, modernization or replacement of aging electrical assets.
- Coordinate daily work with contractors, operators, technicians and multidisciplinary site teams.
- Participate in toolbox talks, permit-to-work reviews and site coordination meetings.
- Monitor contractor manpower, equipment, productivity, safety and schedule performance.
- Review progress and identify delays, constraints and resource shortages.
- Coordinate electrical activities with mechanical, hydraulic, civil, instrumentation, control, quality and HSE teams.
- Provide technical input for progress verification, payment assessments and variation reviews.
- Escalate critical technical, safety and operational concerns to project management.
- Attend meetings, inspections and site visits anywhere in Saudi Arabia as required.
- Prepare O&M reports covering power, communications, clean-energy, MV/LV and pump-starting systems.
- Prepare clear daily, weekly, monthly, annual and technical reports as required by the assignment.
- Report equipment condition, work progress, contractor performance, defects, risks and corrective actions.
- Maintain registers for inspections, technical submissions, electrical isolations and non-conformances.
- Coordinate with government stakeholders, consultants, contractors and multidisciplinary teams.
- Comply with Saudi laws, applicable codes, Client procedures, quality requirements and occupational health and safety obligations.
Minimum Requirements:
- Bachelor’s degree in Electrical Engineering or an equivalent relevant discipline from a recognized university.
- Minimum 8 years of professional experience in electrical engineering and O&M activities.
- Experience with water facilities, pumping stations or comparable infrastructure assets is required.
- Demonstrated experience with electrical loads, power distribution, communications and low-current systems.
- Practical site experience supervising electrical installation, maintenance, testing and commissioning.
- Strong knowledge of medium-voltage and low-voltage systems.
- Experience with transformers, switchgear, motor control centres, motors, cables and electrical protection.
- Knowledge of pump-starting systems, soft starters and variable-frequency drives.
- Experience reviewing electrical load calculations, technical drawings and specifications.
- Familiarity with preventive, predictive, corrective and emergency electrical maintenance.
- Knowledge of Saudi codes and applicable international electrical standards.
- Ability to interpret single-line diagrams, schematics, control diagrams and equipment data sheets.
- Strong inspection, technical-reporting, coordination and troubleshooting capabilities.
- Relevant experience must be supported by verifiable employment records, project references, reports or studies when requested.
