Job description

Key Responsibilities:

  • Operate the control room and continuously monitor dams, water facilities, equipment and associated infrastructure.
  • Monitor SCADA systems, control panels, instrumentation, telemetry and communication systems.
  • Track the operational status of electrical, mechanical, hydraulic and electromechanical equipment.
  • Identify, acknowledge and assess alarms, abnormalities, equipment failures and operational deviations.
  • Record alarms, faults, response times, escalations and corrective actions in the relevant systems and logs.
  • Prioritize alarms according to their operational, safety and environmental impact.
  • Escalate critical events promptly in accordance with approved communication and emergency-response procedures.
  • Coordinate planned, preventive, corrective and emergency maintenance activities.
  • Issue and follow up maintenance notifications and work requests through the approved maintenance-management system.
  • Coordinate with field engineers, technicians, contractors and emergency-response teams.
  • Monitor the isolation, shutdown, restart and return-to-service of equipment in accordance with approved procedures.
  • Support emergency operations during flooding, equipment failure, power interruption, communication loss or other abnormal conditions.
  • Maintain accurate shift logs, operating records, incident registers and equipment-status reports.
  • Participate in shift handovers and ensure that outstanding alarms, risks and maintenance activities are clearly communicated.
  • Monitor contractor activities and verify compliance with approved operating procedures, response times and service-level requirements.
  • Track operations and maintenance KPIs, including equipment availability, alarm frequency, response time, downtime and maintenance completion.
  • Analyze operational trends and recurring faults and recommend corrective or preventive actions.
  • Support the testing of SCADA, instrumentation, communication, backup-power and emergency systems.
  • Assist in reviewing and updating control-room procedures, operating manuals, emergency plans and alarm-response instructions.
  • Participate in drills, simulations and emergency-response exercises.
  • Prepare clear daily, weekly, monthly, annual and technical reports as required by the assignment.
  • Coordinate with government stakeholders, consultants, contractors and multidisciplinary teams.
  • Attend meetings, inspections and site visits anywhere in Saudi Arabia as required.
  • Comply with Saudi laws, applicable codes, client procedures, quality requirements and occupational health and safety obligations.

Minimum Requirements:

  • Bachelor’s degree in Electrical, Mechanical, Instrumentation, Control, Civil Engineering or another relevant engineering discipline from a recognized university.
  • Minimum 6 years of professional experience in the operation and maintenance of dams, water stations, pumping stations, water facilities or infrastructure networks.
  • Demonstrated control-room operations and SCADA monitoring experience.
  • Sound knowledge of electrical, mechanical and hydraulic systems associated with dams and water infrastructure.
  • Experience responding to alarms, equipment faults, operational deviations and emergency situations.
  • Familiarity with preventive, corrective and emergency maintenance processes.
  • Ability to interpret operating parameters, system trends, technical drawings, alarms and equipment-status information.
  • Strong operational reporting, documentation and shift-handover skills.
  • Relevant experience must be supported by verifiable employment records, project references, reports or studies when requested.

Preferred Experience:

  • Previous experience operating or monitoring dam control rooms.
  • Experience with dam gates, valves, pumps, instrumentation, telemetry, reservoir-monitoring and flood-warning systems.
  • Familiarity with computerized maintenance management systems such as SAP PM, Maximo or an equivalent platform.
  • Experience working with government or public-sector water authorities in Saudi Arabia.
  • Knowledge of emergency action plans, incident management and business-continuity procedures.
  • Familiarity with operational KPIs, service-level agreements and contractor-performance monitoring.
  • Registration with the Saudi Council of Engineers where applicable.
  • Ability to communicate effectively in English; Arabic proficiency is advantageous.
