Senior Specialist – Budgeting & Cost Control - UAE National

We are currently hiring for a government entity in Abu Dhabi for the position of Senior Specialist – Budgeting & Cost Control within the Finance function.

The role will focus on budgeting and cost control for capital projects and infrastructure initiatives , ensuring effective financial planning, cost management, and financial accountability throughout the project lifecycle.

Key Responsibilities

• Develop and manage budgets for capital and infrastructure projects.
• Analyze project cost data and monitor budget performance and variances.
• Prepare cost estimates, forecasts, and financial reports.
• Implement cost-control measures and identify cost-saving opportunities.
• Review contracts, invoices, and change orders from a cost-control perspective.
• Collaborate with Finance, Procurement, Project Managers, Engineers, and key stakeholders.
• Provide guidance on budgeting, cost control, and financial matters.
• Monitor project financial performance and highlight budget deviations.

Requirements

• Bachelor’s degree in Finance, Accounting, Construction Management, or a related field .
• Minimum 6 years of relevant experience , including at least 5 years in budgeting or government accounting .
• Strong experience in budgeting, cost estimation, financial analysis, and cost control.
• Experience with large-scale capital projects or infrastructure initiatives .
• Knowledge of ERP/financial systems and project budgeting tools.
• Experience in contract management, budget transfers, risk assessments, and internal controls.
• Strong analytical, communication, and stakeholder-management skills.
• ACCA, CMA, CPA, PMP, or other relevant certifications are desirable.
