Location: Ireland, Netherlands, Denmark, Norway, Sweden, Finland. Regular travel to project locations.

About the Role:

The HSE Manager will provide leadership and operational oversight across a portfolio of substation construction projects for utilities and data centres across North Europe. This role is responsible for ensuring consistent HSE standards, full regulatory compliance, and driving continuous improvement across all sites.

The HSE Manager will lead, mentor, and support HSE Advisors on individual projects, champion proactive risk management, and work closely with delivery teams to foster and maintain a strong safety culture throughout all phases of the project lifecycle, from pre-construction, construction and commissioning through to final handover.

Key Responsibilities:

  • Provide HSE assurance across multiple civil and electrical construction projects, ensuring consistent application of company policies, processes, legislation and client requirements.
  • Act as the primary support and escalation point for project-based HSE Advisors coaching, mentoring and supporting with technical guidance on HSE processes and standards.
  • Undertake regular site audits and performance reviews to monitor compliance and identify improvement opportunities.
  • Track HSE KPIs and trends across the project portfolio; prepare monthly and quarterly reports for management.
  • Develop materials and facilitate knowledge-sharing and standardisation across the HSE team through periodic meetings, collaborative workshops and campaigns.
  • Review and assure RAMS, high-risk work permits, and contractor safety documentation.
  • Lead and support pre-construction plans, risk workshops, design reviews, and constructability assessments.
  • Lead and oversee incident investigations, root cause analyses, and corrective action tracking.
  • Implement lessons learned initiatives based on incident trends and audit findings and develop proactive safety programmes to enhance operational excellence and cross team collaboration.
  • Collaborate and support project managers, construction leads, commissioning teams, and client representatives to embed HSE best practices.
  • Participate in client meetings, coordination sessions, and safety forums as a Regional HSE representative.
  • Support onboarding and mobilisation of new staff and contractors to ensure alignment with HSE expectations.
  • Maintain accurate records for audits, inspections, training, and incident reporting.
  • Support implementation and continuous improvement of the company’s HSE management system.
  • Ensure HSE Advisors maintain high-quality documentation on each project.

Key Requirements:

  • Degree or vocational qualification in Occupational Safety, Environmental Management, Construction Safety, Electrical Safety or a related discipline.
  • Recognised HSE qualification (e.g., NEBOSH Diploma or equivalent).
  • Minimum 8 years of HSE experience within construction, industrial, or mission-critical environments (substation and data centre experience advantageous).
  • Proven experience supporting and developing HSE personnel across multiple concurrent projects.
  • Strong knowledge of EU HSE legislation and regulatory standards.
  • Fluency in English; proficiency in additional European language advantage
