Parsons is looking for an amazingly talented Quality Specialist to join our team! In this role you will get to support and implement quality management activities across assigned projects and programs, ensuring that engineering, construction, procurement, and project delivery activities comply with Parsons' Quality Management System, client requirements, applicable standards, and approved project procedures. You will conduct audits, monitor compliance, manage corrective actions and non-conformances, and work closely with multidisciplinary project teams to promote consistent quality performance and continuous improvement.

What You'll Be Doing

  • Support implementation and maintenance of the Parsons Quality Management System across assigned projects, programs, and functional areas.
  • Establish and maintain project-specific Quality Management Systems, processes, procedures, and controls.
  • Prepare and maintain Project Quality Plans, quality manuals, procedures, inspection requirements, audit schedules, and supporting documentation.
  • Conduct independent quality audits across engineering, design, procurement, construction, and other project activities.
  • Develop audit plans and checklists, review relevant documentation, witness activities, document findings, and prepare comprehensive audit reports.
  • Monitor project activities to verify compliance with Parsons requirements, client quality requirements, contractual obligations, and approved procedures.
  • Analyze audit findings, inspection results, and quality performance data to identify trends, recurring issues, and opportunities for improvement.
  • Manage and monitor Non-Conformance Reports (NCRs), Corrective Actions, and Preventive Actions (CAPA) through appropriate investigation, implementation, verification, and closure.
  • Promote consistent corrective and preventive action processes across project teams, contractors, consultants, and suppliers.
  • Review quality documentation prepared by internal teams, consultants, contractors, suppliers, and other external organizations.
  • Review and provide quality input on method statements, procedures, inspection and test plans, quality plans, and other project documentation as applicable.
  • Support project and program management in resolving quality-related issues and implementing effective corrective actions.
  • Support client pre-bid, bid, contract planning, and project mobilization activities from a quality perspective as directed.
  • Monitor compliance with applicable ISO 9001 Quality Management System requirements and other relevant industry standards.
  • Support quality surveillance and verification activities across project and construction operations.
  • Assist project teams in developing and improving processes to achieve consistent quality outcomes.
  • Collect, analyze, and report quality performance data, including audit findings, NCRs, corrective actions, trends, and key quality indicators.
  • Apply statistical process control and other quality analysis techniques where appropriate.
  • Prepare periodic quality reports, dashboards, presentations, and management updates.
  • Support quality-related risk assessments and identify potential areas of non-compliance or performance concern.
  • Participate in project meetings, quality reviews, coordination meetings, and client discussions as required.
  • Coordinate with Project Management, Engineering, Design, Procurement, Construction, HSE, contractors, consultants, suppliers, and client representatives on quality matters.
  • Support Quality Management System training and awareness activities for project personnel.
  • Provide technical guidance and support to junior Quality personnel and Quality Analysts as required.
  • Promote a culture of quality, accountability, lessons learned, and continuous improvement across the project.
  • Perform other responsibilities associated with this position as appropriate.

What Required Skills You'll Bring

  • Bachelor's Degree in Engineering, Construction Management, Project Management, Quality Management, Business, or a related discipline.
  • Minimum 4+ years of relevant experience in Quality Assurance, Quality Control, Quality Management, engineering, construction, or a related field.
  • Strong working knowledge of Quality Management Systems (QMS), quality assurance principles, processes, and industry practices.
  • Working knowledge of ISO 9001 Quality Management System requirements and their practical application within project environments.
  • Experience establishing, implementing, or supporting project Quality Plans, procedures, audit programs, and quality processes.
  • Experience conducting internal, external, project, supplier, or contractor quality audits.
  • Ability to prepare audit plans, checklists, findings, observations, and formal audit reports.
  • Experience managing Non-Conformance Reports (NCRs), Corrective Actions, and Preventive Actions (CAPA).
  • Ability to analyze root causes, quality trends, recurring deficiencies, and process performance.
  • Experience reviewing technical and quality documentation for compliance with contractual and procedural requirements.
  • Knowledge of applicable quality standards and industry requirements such as ISO, ASME, ANSI, ASTM, or equivalent standards relevant to the assigned project.
  • Understanding of engineering, procurement, construction, and project delivery processes.
  • Ability to interface effectively with project management, engineering, procurement, construction, contractors, suppliers, and clients.
  • Strong analytical, problem-solving, risk assessment, and decision-making skills.
  • Ability to collect and analyze quality data and develop meaningful performance reports.
  • Strong attention to detail and ability to identify potential quality and compliance issues.
  • Excellent written and verbal communication skills.
  • Strong presentation and interpersonal skills with the ability to communicate quality requirements effectively across multidisciplinary teams.
  • Proficiency in Microsoft Office, including Word, Excel, and PowerPoint.
  • Ability to work independently while contributing effectively within a multidisciplinary project team.

What Desired Skills You'll Bring

  • Certified ISO 9001 Lead Auditor, or ability to obtain certification within six months of hire.
  • ASQ Certified Quality Engineer (CQE) or other relevant ASQ certification such as CQA or CMQ/OE, or ability to obtain within six months of hire.
  • Membership in a nationally or internationally recognized Quality organization.
  • Experience working on major infrastructure, transportation, buildings, utilities, industrial, or large-scale construction programs.
  • Experience within PMC, Delivery Partner, consultancy, EPC, or client-side project environments.
  • Experience conducting contractor, consultant, supplier, or subcontractor quality audits.
  • Strong knowledge of quality surveillance, inspection, testing, and construction quality processes.
  • Experience developing quality dashboards, KPIs, trend analyses, and management reports.
  • Knowledge of statistical process control and data-driven quality improvement techniques.
  • Experience supporting continuous improvement, lessons learned, and process optimization initiatives.
  • Familiarity with digital Quality Management Systems, document management platforms, and project collaboration tools.
  • Additional relevant certifications such as Certified Building Inspector, NDT/ASNT, AWS Certified Welding Inspector, NQA-1 Auditor, or equivalent are advantageous where relevant to the project.
  • Strong stakeholder management skills and ability to work effectively with clients, contractors, consultants, suppliers, and multidisciplinary teams.
  • Ability to provide technical guidance and mentoring to junior Quality personnel.
