Job description

We are looking for a highly experienced and accomplished Director to provide overall leadership for our construction and oil & gas business operations in the UAE.

The selected candidate will be responsible for the complete management of the business, including project acquisition, business development, tendering, contract negotiations, project execution, commercial performance, financial control, client management, and organizational growth.

The candidate must have extensive experience in managing large and complex projects, including:

  • High-rise residential and commercial towers
  • Mixed-use developments
  • Luxury villas and residential communities
  • Hotels, hospitals, schools, and commercial buildings
  • Industrial buildings and facilities
  • Civil engineering and infrastructure works
  • Oil & gas and petrochemical projects
  • EPC and industrial construction projects
  • MEP and specialized engineering works

This is a senior executive position. We require a strong industry leader who can develop the business, secure major projects, manage multiple operations, and ensure that all projects are delivered safely, profitably, and successfully.

Main Purpose of the Position

The Director will be responsible for the overall performance and growth of the construction and oil & gas divisions.

The successful candidate must be capable of:

  • Securing new construction and oil & gas projects
  • Managing large-scale and high-value projects
  • Developing strong relationships with clients and authorities
  • Leading tendering and contract negotiations
  • Controlling project costs, cash flow, and profitability
  • Managing senior project and departmental teams
  • Resolving major technical, contractual, and commercial issues
  • Expanding the company’s presence in the UAE market

Key Responsibilities

Strategic Leadership and Business Growth

  • Develop and implement the overall business strategy for construction, infrastructure, industrial, and oil & gas operations.
  • Establish short-term and long-term business plans aligned with the company’s growth objectives.
  • Identify new market opportunities, potential clients, upcoming tenders, and strategic projects.
  • Set annual targets for revenue, project acquisition, profitability, operational performance, and market expansion.
  • Provide senior management with recommendations regarding investments, new business divisions, partnerships, and market opportunities.
  • Represent the organization in high-level meetings with clients, consultants, government authorities, developers, and business partners.
  • Develop strategic partnerships, joint ventures, and alliances to strengthen the company’s capabilities and market position.
  • Maintain a strong understanding of UAE construction and oil & gas market trends, risks, competitors, and upcoming opportunities.

Business Development and Project Acquisition

  • Lead business development activities for high-rise buildings, residential developments, commercial projects, infrastructure, industrial facilities, and oil & gas projects.
  • Establish and maintain strong professional relationships with major developers, government entities, consultants, main contractors, EPC contractors, and oil & gas operators.
  • Build a strong pipeline of new projects and ensure continuous follow-up from initial opportunity through final award.
  • Participate in client presentations, technical discussions, commercial meetings, and contract negotiations.
  • Develop strategies to improve the company’s market visibility, client relationships, and tender success rate.
  • Lead prequalification, registration, and vendor-approval processes with major clients and government authorities.
  • Support registration and prequalification with ADNOC and other major oil & gas organizations where applicable.
  • Review project opportunities and make bid/no-bid recommendations based on technical capability, commercial risk, resources, and profitability.
  • Ensure business opportunities are properly evaluated before committing company resources.

Tendering and Estimation

  • Provide overall leadership to the tendering, estimation, planning, engineering, procurement, and commercial teams during the bidding stage.
  • Review tender documents, drawings, specifications, scope of work, bills of quantities, commercial conditions, and contract requirements.
  • Identify technical, contractual, commercial, financial, and execution risks before tender submission.
  • Review and approve cost estimates, tender pricing, overheads, profit margins, cash-flow requirements, and project execution strategies.
  • Ensure all tender submissions are technically compliant, commercially competitive, and submitted within the required deadline.
  • Participate in tender clarification meetings, value-engineering discussions, and post-tender negotiations.
  • Review subcontractor and supplier quotations to ensure proper technical and commercial comparison.
  • Negotiate contract terms, payment conditions, project milestones, variations, guarantees, and risk provisions before contract signing.
  • Ensure that the awarded project scope, price, programme, risks, and contractual obligations are clearly transferred to the operations team.

Construction and Project Operations

  • Provide overall direction for the execution of all high-rise, building, infrastructure, industrial, and oil & gas projects.
  • Manage the complete project lifecycle from award, mobilization, planning, procurement, and construction through testing, commissioning, handover, and final account.
  • Ensure each project has an approved budget, baseline programme, cash-flow plan, procurement schedule, manpower plan, and project execution plan.
  • Monitor multiple projects simultaneously and ensure they achieve the required progress, quality, safety, cost, and profitability targets.
  • Review project progress against the approved programme and immediately address delays or performance issues.
  • Ensure adequate allocation of manpower, materials, subcontractors, plant, machinery, and technical resources.
  • Lead project-review meetings with project directors, project managers, construction managers, commercial managers, planning managers, and department heads.
  • Provide senior-level decisions and support for critical technical, operational, contractual, and client-related matters.
  • Ensure effective coordination between civil, structural, architectural, MEP, engineering, procurement, commercial, quality, safety, and commissioning teams.
  • Oversee the performance of subcontractors, suppliers, consultants, and project-management teams.
  • Ensure proper project closeout, testing and commissioning, authority approvals, handover documentation, and defect-liability management.

High-Rise Building Experience

The selected candidate must demonstrate strong experience in managing complex high-rise building projects, including:

  • Deep excavation and shoring works
  • Piling and foundation works
  • Reinforced concrete structural works
  • Structural steel works
  • Façade and curtain-wall systems
  • Architectural finishes and fit-out works
  • Mechanical, electrical, and plumbing works
  • Vertical transportation systems
  • Fire and life-safety systems
  • Testing and commissioning
  • Authority inspections and approvals
  • Project handover and defect rectification

The candidate must understand the planning, resource requirements, safety risks, construction sequence, interface coordination, and commercial challenges involved in high-rise construction.

Oil & Gas and Industrial Operations

  • Provide strategic and operational leadership for oil & gas, petrochemical, industrial, and EPC-related projects.
  • Manage civil, structural, mechanical, electrical, instrumentation, piping, pipeline, and industrial construction activities, depending on the project scope.
  • Ensure compliance with client specifications, approved procedures, technical standards, permit-to-work systems, and strict HSE requirements.
  • Coordinate engineering, procurement, construction, pre-commissioning, commissioning, and handover activities.
  • Maintain professional relationships with oil & gas operators, EPC contractors, consultants, and specialized subcontractors.
  • Oversee preparation and approval of method statements, inspection and test plans, risk assessments, material submittals, and project procedures.
  • Ensure complete traceability of materials, inspections, testing records, quality documentation, and project handover dossiers.
  • Monitor productivity, equipment utilization, manpower deployment, progress measurement, and project cost performance.
  • Ensure that oil & gas projects meet all client, statutory, quality, safety, environmental, and contractual requirements.
  • Experience with ADNOC or other major regional oil & gas organizations will be a significant advantage.

Commercial and Contract Management

  • Provide overall direction for commercial, contractual, and cost-control activities.
  • Review contract conditions and ensure that all project teams clearly understand their contractual obligations.
  • Monitor project budgets, committed costs, actual costs, forecast costs, revenue, cash flow, and projected profitability.
  • Ensure timely submission and certification of monthly payment applications.
  • Oversee the preparation, submission, negotiation, and settlement of variation orders.
  • Ensure contractual notices are issued within the required time limits.
  • Review extension-of-time claims, prolongation-cost claims, disruption claims, and other contractual entitlements.
  • Manage contractual disputes, delay risks, liquidated-damages exposure, and major commercial issues.
  • Review subcontract agreements, purchase orders, payment terms, and commercial commitments.
  • Ensure timely closing of subcontractor accounts and project final accounts.
  • Protect the company’s contractual and financial interests throughout the project lifecycle.
  • Ensure that projects achieve the approved profit margin and cash-flow targets.

Financial and Operational Control

  • Prepare annual operating budgets, revenue forecasts, profitability targets, and cash-flow plans.
  • Review monthly operational and financial performance for every project and business division.
  • Monitor project collections, outstanding payments, retention amounts, advance payments, and financial exposure.
  • Coordinate with the finance department regarding project funding, cash-flow requirements, guarantees, insurance, and contractual securities.
  • Implement corrective measures for projects that are delayed, over budget, underperforming, or experiencing cash-flow difficulties.
  • Ensure proper control over project expenses, procurement commitments, subcontractor payments, and resource utilization.
  • Present accurate performance reports, risk summaries, and financial forecasts to senior management.

Client and Stakeholder Management

  • Act as a senior point of contact for major clients, consultants, developers, authorities, and business partners.
  • Maintain strong relationships with existing clients and develop opportunities for repeat business.
  • Attend high-level progress, technical, commercial, and dispute-resolution meetings.
  • Ensure client concerns are addressed professionally and without unnecessary delay.
  • Manage sensitive project issues while protecting the company’s reputation and contractual position.
  • Ensure a high level of client satisfaction throughout project execution and handover.
  • Establish effective communication between clients, consultants, project teams, subcontractors, and senior management.

Planning and Project Controls

  • Ensure every project has a detailed and approved baseline programme.
  • Review project schedules, critical paths, procurement schedules, manpower histograms, and recovery plans.
  • Monitor planned progress against actual progress and identify potential delays at an early stage.
