Job description
Overview Responsible for supervising and coordinating the implementation of the Health, Safety & Environment (HSE) Management System and Safety Management System (SMS) across assigned GAL locations. Provides technical guidance and functional oversight to Safety Officers, ensuring effective implementation of safety assurance activities, hazard identification, safety risk management, incident reporting and investigation, emergency preparedness, regulatory compliance, and safety promotion programmes.
Supports the Safety Manager in maintaining compliance with applicable regulatory, contractual, and organisational requirements while promoting a proactive.
1. Supervise and coordinate the implementation of the Health, Safety & Environment (HSE) Management System and Safety Management System (SMS) across as-signed locations.
2. Provide technical guidance, mentoring, and day-to-day support to Safety Officers to ensure consistent implementation of organisational requirements.
3. Lead workplace inspections, safety observations, compliance monitoring activities, and safety assurance programmes.
4. Lead or coordinate the reporting, investigation, and analysis of accidents, inci-dents, hazards, and occurrences, ensuring effective root cause analysis and timely implementation of corrective actions.
5. Review and approve hazard identification, risk assessments, environmental aspect assessments, and safety recommendations prepared by Safety Officers.
6. Monitor compliance with applicable occupational health, environmental, aviation safety, and regulatory requirements, ensuring organisational obligations are effec-tively implemented.
7. Support the development, implementation, and continual improvement of HSE and SMS policies, procedures, standards, and guidance.
8. Coordinate emergency preparedness activities, emergency response exercises, and business continuity arrangements within assigned locations.
9. Monitor HSE and SMS performance indicators, prepare management reports, ana-lyse trends, and recommend improvement initiatives.
10. Promote a positive safety culture through safety campaigns, behavioural safety ini-tiatives, toolbox talks, awareness programmes, and employee engagement activi-ties.
11. Coordinate internal audits, customer audits, regulatory inspections, and compliance assessments, ensuring timely closure of findings.
12. Liaise with customers, regulatory authorities, contractors, and other stakeholders on HSE and operational safety matters.
13. Monitor contractor safety performance and ensure compliance with organisational and contractual safety requirements.
14. Support the implementation and monitoring of Radiation Protection Office (RPO) activities where applicable and authorised.
15. Review AIRS reports, monitor investigation quality, and ensure lessons learned are effectively communicated across the organisation.
16. Support the Safety Manager in developing Safety Officers through coaching, com-petency development, and performance feedback.
17. Deputise for the Safety Manager during periods of absence, where delegated.
18. Perform any other duties assigned by the Safety Manager in support of QSMA ob-jectives. Nationality No Restriction Qualification Minimum Qualification:
Bachelor's degree in Occupational Health & Safety, Engineering, Aviation, Environmental Management, Safety Management, or a related discipline; or a recognised professional qualification with extensive relevant aviation experience.
NEBOSH International Diploma, NEBOSH Diploma, or equivalent professional HSE qualification.
Lead Auditor or Internal Auditor qualification (ISO 45001, ISO 14001, ISO 9001 or equivalent) is preferred.
Formal training in ICAO Safety Management Systems (SMS), Risk Management, Human Factors, and Incident Investigation.
Working knowledge of UAE HSE legislation, ADOSH, ICAO Annex 19, UAEMAR, ISO 45001, ISO 14001, FANR, and other applicable regulatory requirements.
Experience Academic (Degree) route: Minimum 7–10 years of experience in aviation safety, HSE, compliance, engineering, maintenance, or quality assurance functions, including a minimum of 3 years in a senior HSE or Safety Officer role.
AMEL route: Minimum 12 years of relevant aviation maintenance experience, including supervisory responsibilities.
In all cases, proven experience in HSE management, Safety Management Systems (SMS), investigations, risk management, emergency preparedness, compliance monitoring, customer liaison and team leadership.
