Job description

Job Purpose:

To provide overall technical direction and engineering support in the area of plant performance and

efficiency, ensuring that all power station efficiency engineering matter are addressed in a consistent,

timely, safe, reliable, efficiency and cost-effective manner.

Description

  • Responsible for optimising the overall plant energy conversion process and commercial performance by proactively identifying opportunities for improvement in BPP and Maintenance or Engineering practices.
  • Assist with developing of the business and plant performance, using industry standards practices for meeting industry' goals;
  • Develop and implement performance monitor and data validation systems and assess operational issues and develop options to improve performance data analysis and reliability of power plant equipment;
  • Effective manage and work to with key stakeholders to actively improve on/off site KPI and operational dashboard/reports;
  • Develop and share weekly and monthly KPIs relevant to BPP, Operations & Maintenance;
  • Support the development of workflows within the operations to optimise total site performance through the use of Standard Site Operations (SSO);
  • Assist the Management team in developing a proactive culture by using the condition monitoring functionality to optimise preventive maintenance scheduling;
  • Develops and implement PM schedules;
  • Support the development of maintenance or engineering strategies for improvement opportunities to recommend plant upgrades and process improvement;
  • Lead or assist with business care development for equipment modification and renewal as well as identify and evaluate new ideas, methods, technologies, innovative techniques, materials and best practices related to plant operation and recommend improvements;
  • Perform inspections and condition assessments of major power plant components to identify potential availability losses and recommend appropriate corrective action.

Analysis of Equipment Failure and RCAs

  • Support in attempts all possible means of reducing equipment downtime and ensuring high plant availability;
  • Support Collect data of all outages and present it in meaningful way so that analysis can be taken up for developing KPIs of Reliability;
  • Keep the database updated;
  • Organize failure analysis and RCAs.

Management of Change

  • Support in Administration of Management of Change in Intelex;
  • Review of new permanent MOCs raised in Intelex;
  • Organize MOC committee meeting for approval of MOC;
  • Organize implementation of MOC including, training and changes in master docs;
  • Prepare report progress on MOC periodically.

Maintenance Tasks Planning and Execution

  • Analyses construction sites and local environments to determine appropriate logistics solutions and resources;
  • Draws up plans and presents schedules of work, often with visual aids such as bar charts and procedures diagrams;
  • Uses specialist planning computer software;
  • Prepares logistics plans and pricing schedules for individual projects;
  • Monitors progress throughout the maintenance process and compares with the projected schedule of work;
  • Provide advice and support to the Head of Maintenance Engineering and Maintenance HOD's throughout the process, making adjustments to projects as necessary for the development of specific systems;
  • Prepares the integration & follow up of periodic overall schedules (4weeks, 3months & 18months);
  • Prepares of a weekly and monthly Maintenance Department planning and preventive maintenance reports;
  • Preparation of a periodic Budget & Cost forecast;
  • Planning coordination & conflict identification with other departments;
  • Preparation of EPC schedules & contractor planning monitoring;
  • Involved in negotiations with contractors;
  • Plays a coordination role between different disciplines (Maintenance, Operations, Supply Chain, Human Resources);
  • Prepares the risk register;
  • Interfaces with cost controller: Preparation of monthly cost, invoicing, cost at completion;
  • Prepares monthly coordination meeting with Contractors;
  • Preparation of schedules (Engineering, procurement, commissioning, Milestone, critical path, Resources, Training, etc );
  • Management of Planning / Preventive & Predictive Maintenance or Engineering team;
  • Preparation of work progress (Daily, weekly & monthly), different curves (using EVM Methods);
  • Propose different recovery plan.

Reporting and Planning

  • Generate weekly KPI report and circulate to stake holders;
  • Support in Preparing monthly report and monthly KPIs;
  • Use analytics to monitor open workers;
  • Coordinate with operation and maintenance to update the status of work orders;
  • Delivers monthly report (Work orders status) to Manager of Business & Plant Performance (BPP) department;
  • Discusses planned and unplanned jobs undertaken with the BPP department;
  • Assists the BPP department in planning daily jobs.
  • Assists the BPP department in doing the budget together with BPP.

4. HEALTH & SAFETY:

The Job Holder will be based at Al Taweelah A1 Power and Desalination Plant

The Job Holder will work in a controlled hazardous environment*.*

Work Levels and Conditions and Risks:

  • Work Level 1: the tasks that he/she performs as part of their daily work activities do not represent a risk for their integrity and for their physical integrity (e.g. working in zones with high temperatures or with permanent increased noise levels);

  • Work Level 2: the tasks that he/she performs as part of their daily work activities represent a risk of medium kind and with temporary consequences like blows, falls, etc.;

  • Work Level 3: the tasks that he/she performs as part of their daily work activities represent a risk of accidents of medium kind that can generate permanent consequences (burns, mutilations, irreversible wounds);

  • Work Level 4: the tasks that he/she performs as part of their daily work activities represent risks and are controlled by means of procedures, supervision, safety devices and HSE Teams in such a way that its non-observance that could lead to a serious accident of even death.

  • Work Level 5: the tasks that he/she performs as part of their daily work activities represent a high risk for their physical integrity. This job is classified according to International Safety Regulations as a high risk level job.

Exposure to Risks:

  • Traffic/automobile accidents;
  • Risks inherent to the job of the Plant Engineering while performing inspections, site visits, operations and maintenance activities, etc.

EHSMS Roles & Responsibilities:

  • Ensure that the EHS roles and responsibility of their subordinates are communicated and known to them and complied;
  • Ensure the compliance of EHS Legal and other requirements related to the area of responsibility;
  • Ensure that the members of his staff have the facilities, tools and PPE necessary for the safe execution of their roles and responsibilities;
  • Ensure that the risk assessment carried out for all the activities under their area of responsibility, control measures implemented and risks mitigated to as low as reasonably practicable;
  • Arrange and provide EHS training to employees and contractors;
  • Arrange and participate in work place inspection;
  • Ensure the communication and consultation of EHS related issues / topics within the area of responsibility;
  • Ensure that all Environment health and safety incidents reported, investigated root cause identified and corrective actions taken;
  • Ensure that the code of practices and standard operating procedures applicable to their area of responsibility are implemented and followed;
  • Ensure the monitoring and measurement of the parameters specified in EHSMS to ensure the compliance of EHS requirements;
  • Takes part in the risk analysis at the working stations;
  • Checks the application of the EHSMS procedures to ensure effective implementation;
  • Ensure that CoPs and SOPs are implemented and adequate control measures are in place to avoid any activity which might lead to Environment, health and safety incidents;
  • Maintain records related to the EHS performance;
  • Ensure that all the fire fighting equipments and all other equipment required as per the emergency response plan is regularly tested and in good condition;
  • Assist HSE manager in all EHS related issues.

5. JOB CONTEXT:

  • Works in the BPP Department under the supervision of the Business & Plant Performance Manager;
  • The Job Holder works closely with the BPP department to ensure the Plant Routines are carried out efficiently and to high quality standards;
  • The Job Holder's role is defined by the Business & Plan Performance Manager. The responsibility and authority of the Job Holder is subject to the demands of the work scope and criticality;
  • The Job Holder is required to understand and promptly act upon oral operational instructions, respond effectively in pressure situations, make quick decisions in the event of breakdown or failure to safeguard the Plant, manage stress, coordinate and follow up on maintenance activities, ensuring high levels of safety and compliance with Procedures;
  • The Job Holder is expected to have a higher level of field experience and the use of these skills is the prerogative of the BPP Manager.

  • The Job Holder must solve problems in accordance with Standard Company Policies and Procedures;
  • The Job Holder is empowered to take on the right initiative to ensure problem will be solved in timely, cost efficient and sustainable manner, to avoid reoccurrence

  • The Job Holder must consider how problems will be solved. The focus in on operational problems which are solved by applying Standard Operating Procedures, learned techniques, engineering skills, operational experience, initiative and judgment.

7. COMMUNICATION AND WORKING RELATIONSHIPS:

The Job Holder will work and communicate with:

  • Internal: Manager of Business & Plant Performance, Maintenance Manager; Outage / Production Engineers, other Maintenance Head of Sections, Operations Department, Supply Chain Manager;
  • External: Contractors and Sub-Contractors' operational staff.
