Job description
Career Summary:
The QA/QC & Compliance Manager will dedicate 70% of their focus to building, training, and running an internal audit team to maintain corporate compliance across multiple ISO standards.
Crucially, this role acts as the corporate custodian for Group Human Rights and Social Responsibility regulations, ensuring absolute compliance across all workforce deployments, sub-contractors, and supply chains in Singapore. The remaining 30% of the role involves high-level quality oversight for critical mechanical and electrical installations.
Core Responsibilities
1. ISO Governance, Internal Audit Team & Capacity Building (50%)
- Team Formation & Leadership: Recruit, establish, and mentor a high-performing team of internal quality and compliance auditors.
- Internal Training Programs: Design and deliver corporate training modules on ISO awareness, audit methodologies, and Root Cause Analysis (RCA) for project staff.
- IMS Maintenance: Oversee the company’s Integrated Management System (IMS), ensuring full alignment with Annex SL structural frameworks across ISO 9001 (Quality), ISO 14001 (Environment), and ISO 45001 (Occupational Health & Safety).
- New IMS Implementation and Maintenance: Implement ISO27001 (Information Security Management), ISO22301 (Business Continuity Management) and ISO37001 (Anti-Bribery Management) into existing IMS.
- Audit Strategy: Structure and execute the annual Internal Audit master plan across corporate offices and all active project sites.
- CAPA Ownership: Standardize the Corrective and Preventive Action (CAPA) framework, driving accountability across project teams to close non-conformances (NCRs).
2. Group Human Rights & Social Compliance Management (20%)
- Regulatory Oversight: Adapt global Group Human Rights mandates into local operations, ensuring strict alignment with Singapore's Employment Act and international labour organization (ILO) requirement (e.g., preventing forced labor, protecting migrant worker rights).
- Supply Chain Audits: Conduct rigorous ethical and human rights compliance audits on sub-tier vendors, labor suppliers, and accommodation facilities (dormitories).
- Grievance Frameworks: Operationalize and manage whistleblowing or worker grievance mechanisms on-site, compiling social compliance data for Group ESG (Environmental, Social, and Governance) reporting.
3. High-Level M&E Project Quality Oversight (30%)
- Technical Frameworks: Formulate, Review project-specific Inspection Test Plans (ITPs) and Method Statements for
Key Qualifications & Technical Requirements
- Education: Degree or Diploma in Engineering (Mechanical/Electrical), Corporate Governance, or a related field.
- Audit Credentials: Certified ISO 9001:2015 Lead Auditor is mandatory. Cross-certification or deep auditing knowledge in ISO 14001 , ISO 45001, ISO 27001, ISO 22301 and ISO 37001 is a strict requirement.
- Experience: Minimum 6–8 years in a QA/QC governance or compliance role within the Singapore construction landscape.
- Proven track record of building corporate internal audit teams and training programs .
- Direct exposure related to M&E building solution projects is highly valued.
- Regulatory Knowledge: Deep understanding of Singapore building regulations (CP 5, SS 553, SS 575) paired with knowledge of modern labor compliance frameworks (e.g., Sedex/SMETA or RBA guidelines) and ILO requirement.
