Job Purpose

The Testing & Commissioning Manager is responsible for leading and managing all testing, commissioning, start-up, and handover activities for MEP systems on major construction projects. The position ensures that all systems are properly installed, tested, integrated, commissioned, and handed over in accordance with approved designs, project specifications, applicable codes and standards, authority requirements, and the project schedule.

The role requires strong technical leadership, multidisciplinary coordination, and the ability to manage consultants, contractors, specialist subcontractors, suppliers, and client representatives to achieve successful project completion.

Key Responsibilities

• Develop and implement the project-wide Testing & Commissioning (T&C) strategy, plans, procedures, and schedules.
• Lead and manage all T&C activities from pre-commissioning through final integrated systems testing and handover.
• Manage commissioning of major MEP systems, including:
• HVAC and mechanical systems
• Electrical systems and power distribution
• Plumbing and drainage systems
• Fire fighting and fire alarm systems
• BMS and controls
• ELV and security systems
• Life safety and emergency systems
• Other specialist building services
• Review approved drawings, specifications, design documents, commissioning requirements, and equipment schedules to establish testing requirements.
• Coordinate closely with Construction, Engineering, QA/QC, HSE, Planning, Procurement, and Project Management teams.

Leadership & Management

• Provide technical leadership to the project commissioning team.
• Establish clear responsibilities, deliverables, and performance targets for commissioning personnel.
• Monitor the performance of specialist subcontractors and commissioning service providers.
• Ensure adequate manpower, equipment, testing instruments, and specialist resources are available.
• Promote a proactive commissioning culture focused on safety, quality, reliability, and timely delivery.
• Escalate critical technical and schedule risks to project leadership with appropriate mitigation plans.

Qualifications

• Bachelor's degree in Mechanical, Electrical, MEP Engineering, or a related engineering discipline.
• Professional engineering qualification or relevant T&C certification is an advantage.
• Typically 12–18+ years of relevant experience, with significant experience in testing and commissioning of major construction projects.

Technical Competencies

• Strong knowledge of MEP systems and their interfaces.
• Extensive testing and commissioning experience.
• Good understanding of relevant international standards, project specifications, and local authority requirements.
• Strong understanding of integrated systems testing and building performance requirements.
• Ability to interpret engineering drawings, specifications, schematics, and control sequences.
• Strong technical troubleshooting and root-cause analysis skills.
• Familiarity with commissioning management software and project documentation systems.
• Working knowledge of AutoCAD, BIM/Revit, MS Office, and project scheduling tools is desirable.

Ideal Candidate

The ideal candidate is a senior MEP Testing & Commissioning professional with a strong track record of successfully delivering complex construction projects. The candidate should combine deep technical expertise with strong leadership, commercial awareness, communication skills, and the ability to drive multiple stakeholders toward successful system completion and project handover.

• Proven experience managing multidisciplinary MEP commissioning teams on large-scale projects.
• Experience with complex commercial, residential, hospitality, healthcare, infrastructure, mixed-use, or high-rise developments is preferred.
• Develop detailed commissioning schedules aligned with construction completion and project milestones.
• Establish system turnover and readiness requirements before commencement of testing.
• Review and approve commissioning method statements, test procedures, checklists, inspection forms, and functional performance testing procedures.
• Ensure all pre-commissioning activities, inspections, flushing, cleaning, pressure testing, energization, calibration, balancing, and equipment start-up are completed correctly.
• Lead functional testing, performance testing, integrated systems testing, and end-to-end operational demonstrations.
• Ensure proper integration between different MEP and specialist systems.
• Coordinate with consultants, clients, authorities, vendors, and specialist commissioning agencies.
• Manage and resolve technical issues, commissioning failures, interface problems, and outstanding works.
• Monitor commissioning progress and ensure activities are completed in line with approved project milestones.
• Lead regular T&C coordination meetings and provide progress reports to senior management.
• Establish and monitor commissioning punch lists and ensure timely closure of outstanding items.
• Review commissioning records, test certificates, inspection reports, equipment start-up records, and performance results.
• Ensure all testing and commissioning activities comply with approved QA/QC procedures and project HSE requirements.
• Coordinate authority inspections and obtain necessary approvals and certificates.
• Manage final testing, client demonstrations, integrated testing, and system acceptance.
• Ensure complete and accurate handover documentation, including test reports, commissioning certificates, as-built drawings, O&M manuals, warranties, and training records.
• Coordinate training of the client's operations and facilities management teams.
• Support project close-out and defects liability activities, including troubleshooting and rectification of operational issues.
• Lead, develop, and mentor commissioning engineers, supervisors, technicians, and specialist subcontractors.

Pay: AED16,000.00 - AED18,000.00 per month
