About the Opportunity
Smart IMS is seeking an experienced Technology Risk & Controls Specialist to join the APAC Risk & Controls function supporting a leading global investment banking client in Singapore.
This is a second-line technology risk role focused on identifying, assessing, challenging, and remediating technology risks across a complex corporate and investment banking technology environment.
The successful candidate will work closely with Application Managers, Technology teams, Enterprise Risk and Control functions, Business COOs, Information Security, Audit, and senior stakeholders across the region.
This is an opportunity for a risk professional who goes beyond control documentation and evidence gathering—someone who can challenge effectively, drive remediation, and ensure that identified risks are appropriately owned and resolved.
Key Responsibilities
Technology Risk & RCSA Management
- Lead end-to-end technology risk assessments and RCSA activities across a portfolio of applications.
- Identify control weaknesses and technology risks, establish appropriate remediation plans, and validate closure.
- Monitor and report risk issues, ensuring timely escalation of material exposures to senior management.
- Maintain accurate and effective risk and control documentation in accordance with established governance frameworks.
- Drive continuous improvement across technology risk management processes and practices.
Regulatory, Audit & Compliance
- Assess regulatory developments across APAC, including MAS, HKMA, RBI, OJK, CBRC , and other applicable regulatory frameworks.
- Translate regulatory requirements into practical technology, operational, and control implications.
- Coordinate responses to internal audits, external audits, regulatory examinations, and clearing-related inquiries .
- Partner with Technology, Business, Risk, Compliance, and Information Security teams to address high-priority findings.
- Support remediation of audit, compliance, regulatory, and self-identified issues through to sustainable closure.
- Proactively identify potential regulatory exposures and support remediation before they become examination findings.
Control Assurance & Resilience
- Perform quality assurance and testing of application controls .
- Assess the design and operating effectiveness of technology controls.
- Support Business Continuity Planning (BCP) and resilience testing for in-scope applications.
- Contribute to the implementation and adoption of enhanced risk management tools and workflows, including JIRA-based risk processes .
- Identify opportunities to improve the efficiency, consistency, and effectiveness of the overall risk and control framework.
Stakeholder Management & Risk Challenge
- Develop clear and concise risk reporting for senior stakeholders and management forums.
- Provide constructive challenge to Technology and Business stakeholders where risks or control weaknesses require further action.
- Influence stakeholders to agree practical and sustainable risk mitigation strategies.
- Promote a strong risk culture based on early identification, appropriate escalation, constructive challenge, and timely remediation .
- Build effective relationships across regional and global Technology, Risk, Audit, Compliance, and Business teams.
Essential Requirements
- 4–6+ years of relevant experience in Technology Risk, IT Risk, Technology Audit, IT Compliance, IT Controls, or Risk & Assurance within banking or financial services.
- Demonstrable hands-on experience managing and executing technology risk initiatives and assessments .
- Practical experience in application control testing and control assurance .
- Experience working within a structured risk, control, audit, or regulatory environment.
- Bachelor's degree in Information Technology, Computer Science, Information Systems, Accounting, Business , or a related discipline.
- Strong analytical, communication, stakeholder management, and influencing skills.
- Ability to challenge senior stakeholders professionally and support recommendations with clear evidence and risk-based rationale.
- Strong understanding of technology risk and control frameworks within a financial services environment.
Preferred Experience
The following experience would be highly advantageous:
- Exposure to the payments domain , including cards, clearing, cross-border payments, payment processing, or payment infrastructure.
- Working knowledge of APAC regulatory requirements , particularly MAS Technology Risk Management (TRM) Guidelines .
- Experience working across multiple APAC markets and regulatory environments.
- Experience proactively identifying regulatory and control exposures ahead of regulatory examinations.
- Exposure to large-scale investment banking or transaction banking technology environments.
- Professional certifications such as CISA, CRISC, CISM, CIA , or equivalent.
Ideal Candidate Profile
This role would suit professionals who have built their careers in:
- Big Four IT Audit / Technology Risk / Risk Assurance and are looking to move into a role with greater ownership and influence.
- Banking Technology Risk or Internal Audit with experience in application controls and technology governance.
- Financial Services Risk & Controls functions with exposure to regulatory requirements and remediation.
- Technology risk professionals with payments or transaction banking experience who understand both technology environments and financial services controls.
This is not a hands-on engineering or security architecture position . The role is centered on technology risk governance, control assessment, regulatory engagement, risk remediation, and senior stakeholder management.
