MEP Estimation Engineer

1. Position Summary

We are seeking a detail-oriented and technically competent MEP Estimation Engineer with 2–4 years of hands-on experience in preparing accurate, competitive cost estimates for multidisciplinary projects. The successful candidate will have core strength in Electrical & Instrumentation systems — with emphasis on Extra Low Voltage (ELV) and Low Voltage (LV) systems, Fire Alarm Systems, CCTV Systems, and Field Instruments — supported by working knowledge of basic mechanical/structural works and civil activities including chamber foundations and construction, HDPE/DI/GRP pipeline works, and irrigation, sewage, and storm water pipeline networks.

The role involves analyzing tender documents, performing quantity take-offs, obtaining and evaluating supplier/subcontractor quotations, building up unit rates, and preparing complete commercial and technical bid submissions in line with client specifications and project requirements.

2. Key ResponsibilitiesA. Estimation & Tendering (Core Duties)

• Study and analyze tender documents, drawings, BOQs, specifications, scope of work, and contract conditions to fully understand project requirements.
• Prepare detailed quantity take-offs (QTO) from IFC/tender drawings for electrical, instrumentation, mechanical, and civil/pipeline scopes.
• Develop accurate cost estimates covering material, labor, equipment, subcontractor, and overhead components.
• Build up unit rates and pricing schedules for BOQ items in accordance with project specifications and market conditions.
• Prepare and float RFQs (Requests for Quotation) to suppliers and subcontractors; evaluate, compare, and negotiate received offers through techno-commercial comparison sheets.
• Identify tender clarifications, exclusions, deviations, and qualifications, and prepare pre-bid queries.
• Support preparation of technical and commercial proposals, including compliance statements, method statement inputs, and pricing summaries.
• Assist in value engineering exercises and cost-optimization alternatives to improve bid competitiveness.
• Maintain and update the estimation database (material rates, labor productivity norms, subcontractor rates, historical project costs).
• Support post-tender activities including clarifications, negotiation meetings, and handover of awarded projects to the execution team.

**B. Electrical & Instrumentation Estimation (Main Strength)**Extra Low Voltage (ELV) & Low Voltage (LV) Systems

• Prepare estimates for LV distribution systems: panels (MDB/SMDB/DB), cables, cable trays/trunking/conduits, cable termination and glanding, earthing and lightning protection, lighting and small power.
• Estimate ELV systems including structured cabling, access control, public address, intercom, and related containment and cabling works.

Fire Alarm Systems

• Perform take-offs and cost build-up for addressable/conventional fire alarm systems: control panels, detectors (smoke/heat/multi-sensor), manual call points, sounders/beacons, interface modules, fire-rated cabling, and containment.
• Ensure estimates comply with applicable codes and authority requirements (e.g., Civil Defence regulations, NFPA standards).

CCTV Systems

• Estimate CCTV surveillance systems including cameras (fixed/PTZ/thermal), NVRs/servers, storage, network switches, poles and brackets, power supply, fiber/copper cabling, and integration with control rooms.

Field Instruments & Instrumentation

• Prepare estimates for field instrumentation: flow meters, pressure/level/temperature transmitters, analyzers, actuated valve interfaces, junction boxes, instrument cabling, impulse tubing, and installation accessories.
• Cover associated works: instrument earthing, calibration, loop testing, and SCADA/PLC/RTU integration allowances where applicable.

C. Mechanical Estimation (Basic Structural)

• Prepare basic estimates for mechanical and structural support works: pipe supports, brackets, platforms, ladders, handrails, equipment skids, and miscellaneous steel structures.
• Perform take-offs for structural steel quantities (fabrication, galvanizing/painting, and erection) associated with MEP installations.
• Coordinate with mechanical discipline leads for equipment installation, valves, fittings, and associated mechanical accessories pricing.

D. Civil & Pipeline EstimationChamber Foundation & Construction

• Estimate civil works for valve chambers, instrument chambers, air valve/washout chambers, and inspection chambers — including excavation, dewatering, blinding, reinforced concrete, waterproofing, backfilling, covers/frames, and internal fittings (ladders, benching, step irons).
• Estimate foundations for equipment, panels, poles, and kiosks.

HDPE / DI / GRP Pipeline Activities

• Prepare detailed estimates for pipeline works involving HDPE (butt fusion/electrofusion), Ductile Iron (DI), and GRP pipes — covering supply, laying, jointing, fittings, thrust blocks, and testing.
• Estimate associated activities: trench excavation, shoring, dewatering, bedding and surround, backfilling, warning tapes/marker posts, hydrostatic testing, swabbing, disinfection, and commissioning.

Irrigation, Sewage & Storm Water Pipeline Networks

• Prepare quantity take-offs and cost estimates for irrigation networks (TSE lines), gravity and rising sewage mains, and storm water drainage networks including manholes, gullies, soakaways, catch basins, and outfall structures.
• Estimate tie-in works, road crossings (open cut/thrust boring/microtunneling allowances), reinstatement of asphalt/interlock/landscaping, and NOC-related requirements from authorities.

E. Coordination & Reporting

• Coordinate with design, procurement, planning, and project execution teams during estimate preparation.
• Attend site visits and pre-bid meetings; prepare site visit reports capturing site conditions affecting cost.
• Prepare estimation summaries, cost breakdowns, and management review presentations for bid approval.
• Track tender submission deadlines and ensure timely, complete, and compliant submissions.

3. Qualifications & RequirementsEducation

• Bachelor's Degree in Electrical Engineering, Electronics & Instrumentation, Mechanical Engineering, or a related engineering discipline from a recognized university.

Experience

• 2 – 4 years of proven experience in MEP/infrastructure estimation, preferably within utilities, pipeline, irrigation, sewerage, or infrastructure contracting.
• Demonstrated experience estimating ELV/LV, fire alarm, CCTV, and instrumentation packages.
• Exposure to civil/pipeline estimation (HDPE/DI/GRP, chambers, sewage, irrigation, and storm water networks) is essential.

Technical Skills

• Proficient in quantity take-off from AutoCAD and PDF drawings.
• Strong command of MS Excel (rate build-up, comparison sheets, BOQ pricing); working knowledge of MS Word and PowerPoint.
• Familiarity with estimation/take-off software (e.g., Bluebeam, Plan Swift, CostX) is an advantage.
• Good understanding of relevant standards and specifications (IEC, NFPA, BS/EN, local authority standards such as ADDC/DEWA/Civil Defence or equivalent).
• Ability to read and interpret single-line diagrams, P&IDs, layout drawings, longitudinal sections, and typical details.

Pay: AED3,500.00 - AED4,000.00 per month
