Job Summary

  • Revise and reissue MARCO’s cost control procedures and establish them as controlled documents applied consistently across every project.
  • Own the company-wide cost breakdown structure and cost code library and enforce a single coding standard across the portfolio.
  • Establish the monthly cost control reporting cycle, its calendar, its inputs, and its owners.
  • Convert project budgets and margins into working control budgets and maintain them through the variation and change lifecycle.
  • Maintain commitment control across subcontracts and purchase orders, giving visibility of committed, incurred and forecast cost before expenditure is realised.
  • Operate a trend and change register that captures cost movement at the point it becomes known
  • Produce monthly cost-value reconciliation for every project, cost incurred against value earned, against value certified, and explain the variance at cost-code level.
  • Produce and defend the forecast cost at completion and cost to complete for each project, and identify projects trending towards loss early enough for corrective action to be possible.
  • Provide cost forecasts as an input to the Chief Financial Officer for cash flow planning.
  • Oversee and report project expenditure independently of the operational line and escalate cost exposure directly to the Chief Executive Officer.
  • Provide the independent cost data underpinning the company’s consumption and reconciliation controls across plant and equipment, fuel, bulk materials and labour.
  • Report portfolio cost performance to the Chief Executive Officer monthly, and to the joint-venture boards as required.
  • Exercise dotted-line functional authority over project-based cost control and quantity surveying staff.
  • Participate in the selection and performance review of project cost control and quantity surveying staff and set their technical competency standards.
  • Build and develop cost control capability across the projects.

Qualification / Skills and Experience

  • Bachelor’s degree in quantity surveying, Civil Engineering, Construction Management, or Finance / Accounting with a demonstrated construction track record.
  • Minimum 15 years in construction cost control, project controls or commercial management, including at least 5 years at head-of-function or portfolio level across multiple concurrent projects.
  • Demonstrated personal ownership of cost-value reconciliation and forecast at completion on projects of significant value. Candidates should expect to walk through their own methodology in detail at interview.
  • Practical experience of an ERP cost module, including participation in an implementation, migration or major reconfiguration.
  • Oracle Fusion cost management experience specifically.
  • Professional certification: one of CCP (AACE International), MRICS, or equivalent.
  • Experience of joint-venture cost control and reporting to a JV board.
