Job description

Job Title: Quantity Surveyor

Job Location: Riyadh, KSA

Qualifications and Experience:

  • Relevant degree from a recognised University or Corporate Membership of an internationally recognised Quantity Surveying institution
  • 7 or 10 years relevant experience
  • 5 or 7 years relevant experience in similar projects
  • 3 or 5 years relevant experience in the region

Key Responsibilities - Quantity Surveyor:

Pre-Contract

  • Assist in the preparation of a Pre-Concept Estimate
  • Assist in the preparation of a Cost Plan in such form and with such details as the Employer shall require for review and approval by the Employer in the various stages of design
  • Assist in the preparation of construction budgets consistent with the Employer’s projections for indirect and capital costs as required by the Employer
  • Assist in the preparation and maintenance of construction cash flow forecasts
  • Assist in value engineering exercises and assist in preparing cost analysis on the outcome of the value engineering exercise during the pre and post contract phases
  • Assist in the preparation of the provision of cost and lifecycle advice as required by the Employer

Post Contract Services

  • Reviewing Performance Bonds and Advance Payment Bonds submitted by the Contractors and advising the Project Manager / Engineer on their compliance or otherwise with the Contract
  • Advising the Project Manager / Engineer on any extensions needed to such Bonds
  • Checking that the Contractor complies with its insurance obligations under the Construction Contract provided that the wording of the policies of insurance shall be checked and approved by the Employer’s insurance brokers
  • Co-ordinate and provide input and agreement of the cost loaded schedule in line with the agreed Contract Bills of Quantities
  • Providing cost reports to the Employer each month or at such other intervals as may be requested in such form and with such details as the Employer shall require including without limitation the estimated final account, a comparison with approved contract expenditure, the cost effect of Variation Orders and Variation Order Requests under consideration, the cost effect of claims (actual and potential) for additional payments, adjustment of Provisional Sums, the status of the re-measurement of the Works as executed (where applicable) and cash flow forecasts
  • Advising the Employer and Project Manager / Engineer on cost and contract. Conduct monthly commercial meeting with Contractor, Employer/Engineer/Project Manager as required to discuss all contract and commercial matters and issue minutes of meeting

Cost Monitoring

Employer to give Consultant the target cost for the proposed Project.

Consultant to monitor the Project cost against Employer’s target cost at all Stages and check with Project Manager / Engineer & Design consultant of any unbudgeted design progression. In case of Employer’s approval of such unbudgeted designs, Target cost shall be adjusted incorporating the additional cost.
