Job description
Job Summary
The Procurement Officer is responsible for sourcing, negotiating, purchasing, and coordinating the timely delivery of construction materials, equipment, tools, and subcontractor services required for projects. The role ensures procurement activities are carried out efficiently, cost-effectively, and in compliance with company policies, project specifications, and contractual requirements.
Key Responsibilities
Procurement & Purchasing
- Source and procure construction materials, equipment, machinery, tools, and consumables.
- Obtain quotations from approved suppliers and evaluate them based on price, quality, delivery schedule, and technical compliance.
- Prepare and issue Purchase Orders (POs) in accordance with company procurement procedures.
- Monitor purchase orders from placement through delivery and resolve any supply issues.
- Ensure timely procurement to meet project schedules and prevent delays.
Supplier Management
- Identify, evaluate, and develop reliable suppliers and vendors.
- Maintain an approved supplier database.
- Negotiate pricing, payment terms, warranties, and delivery schedules.
- Evaluate supplier performance and recommend improvements or replacements when necessary.
Cost Control
- Achieve cost savings through effective negotiation and strategic sourcing.
- Compare market prices and conduct periodic price analyses.
- Ensure procurement is within approved project budgets.
- Assist in preparing procurement budgets and forecasts.
Coordination
- Coordinate with Project Managers, Engineers, Site Teams, and Storekeepers regarding material requirements.
- Work closely with Finance to ensure timely invoice processing and payment coordination.
- Coordinate with logistics providers to ensure timely deliveries.
Inventory & Material Control
- Monitor stock levels and reorder materials as required.
- Coordinate with warehouse personnel to avoid shortages and overstocking.
- Verify delivery quantities and quality against purchase orders.
Documentation & Compliance
- Maintain complete procurement records including RFQs, quotations, comparisons, purchase orders, delivery notes, and invoices.
- Ensure procurement complies with company policies, contract requirements, and UAE regulations.
- Prepare procurement reports and purchasing status updates.
Market Analysis
- Monitor market trends, material price fluctuations, and supplier availability.
- Identify alternative products or suppliers to improve quality and reduce costs.
Qualifications
- Bachelor's Degree or Diploma in Supply Chain Management, Business Administration, Civil Engineering, Mechanical Engineering, or a related field.
- Professional procurement certification (CIPS or equivalent) is an advantage.
Experience
- Minimum 3–5 years of procurement experience in the construction industry.
- Experience purchasing construction materials such as steel, cement, concrete, MEP materials, finishing materials, and heavy equipment.
- UAE construction procurement experience is highly preferred.
- Knowledge of local suppliers and the UAE construction market.
Skills & Competencies
- Strong negotiation and vendor management skills.
- Excellent knowledge of procurement procedures and purchasing practices.
- Understanding of construction drawings, specifications, and BOQs.
- Excellent communication and interpersonal skills.
- Strong analytical and problem-solving abilities.
- Ability to prioritize multiple procurement activities under tight deadlines.
- High level of integrity and professionalism.
- Attention to detail and accuracy.
Technical Skills
- Proficiency in Microsoft Office (Excel, Word, Outlook).
- Experience with ERP systems (SAP, Oracle, Odoo, Microsoft Dynamics, or similar).
- Knowledge of procurement software and inventory management systems.
- Ability to prepare comparison sheets and procurement reports.
