HSE Head – Manufacturing Industry

Job Summary

We are seeking an experienced HSE Head to lead and manage the Health, Safety, and Environment function for our manufacturing operations. The ideal candidate will be responsible for developing, implementing, and driving HSE strategies, systems, and compliance programs across the plant to ensure a safe, compliant, and sustainable working environment.

The role requires a strong background in manufacturing / industrial operations, with proven experience in plant safety, risk management, incident prevention, environmental compliance, audits, and regulatory standards. The HSE Head will play a critical role in building a strong safety culture, minimizing operational risk, and ensuring full compliance with local and international HSE requirements.

Key ResponsibilitiesHSE Strategy & Leadership

  • Develop and implement the overall HSE strategy, policies, and procedures in line with company standards and regulatory requirements.
  • Lead the HSE function across manufacturing operations, ensuring consistent implementation of safety and environmental programs.
  • Promote a proactive safety culture and drive continuous improvement initiatives across the plant.
  • Act as the key advisor to plant leadership on all HSE-related matters.

Health & Safety Management

  • Ensure compliance with occupational health and safety regulations, standards, and internal policies.
  • Develop and oversee safety systems including permit to work, lockout/tagout (LOTO), confined space entry, hot work, working at height, contractor safety, and emergency response.
  • Conduct risk assessments, hazard identification studies, job safety analyses (JSA), and implement control measures.
  • Lead incident investigations, root cause analysis, corrective and preventive action plans.
  • Monitor leading and lagging HSE indicators and prepare regular reports for management.

Environmental Management

  • Ensure compliance with environmental regulations and standards relating to emissions, waste management, chemical handling, pollution prevention, and sustainability practices.
  • Lead environmental monitoring and reporting activities.
  • Develop initiatives to improve environmental performance, resource efficiency, and waste reduction.

Compliance, Audits & Governance

  • Ensure compliance with local laws, regulatory requirements, ISO standards, and corporate HSE policies.
  • Lead internal and external HSE audits, inspections, and compliance reviews.
  • Maintain all HSE documentation, records, permits, and statutory reporting requirements.
  • Liaise with regulatory bodies, certification agencies, and external auditors as required.

Training & Safety Culture

  • Design and deliver HSE induction, training, toolbox talks, awareness campaigns, and competency development programs for employees and contractors.
  • Build a culture of accountability and engagement around workplace safety.
  • Coach managers and supervisors on HSE responsibilities and safe work practices.

Emergency Preparedness

  • Develop and maintain emergency response plans, fire safety programs, evacuation procedures, and crisis management protocols.
  • Conduct drills and ensure readiness of emergency response teams and equipment.

Contractor & Site Safety Management

  • Oversee contractor HSE performance and ensure compliance with site safety rules and permit requirements.
  • Ensure all project and maintenance activities are executed safely in accordance with plant HSE standards.

Qualifications

  • Bachelor’s Degree in Engineering, Environmental Science, Occupational Health & Safety, or a related discipline.
  • NEBOSH, IOSH, OSHA, ISO 45001 / ISO 14001 Lead Auditor, or equivalent HSE certifications preferred.
  • Master’s degree is an advantage.

Experience Requirements (Mandatory)

  • Minimum 10–15 years of HSE experience, with a significant portion in the manufacturing / industrial sector.
  • Proven experience in a senior HSE leadership role within manufacturing
