About the Role

We are looking for a GIS Business Analyst / Product Manager to bridge geospatial technology and business needs. Working closely with stakeholders, data teams, and developers, you will define, deliver, and continuously improve GIS-enabled products and solutions that support decision-making across the organisation.

Key Responsibilities

  • Translate business requirements into clear product specifications and user stories for GIS applications and spatial data platforms, and work with technical teams to design workflows, data models, and map-based interfaces that meet user needs.
  • Act as product owner: manage the product backlog, prioritise features, and ensure timely delivery of GIS solutions in an agile environment.
  • Conduct user research, stakeholder interviews, and usability testing to inform product direction and validate design decisions.
  • Analyse spatial datasets to surface insights, identify trends, and support evidence-based planning using tools such as ArcGIS, QGIS, or similar platforms, collaborating with data engineers on ETL pipelines and spatial databases.
  • Drive adoption by developing training materials, documentation, and change management plans that help users get the most out of GIS tools.

What We're Looking For

  • Degree in Geography, Urban Planning, Computer Science, Information Systems, or a related field, with 3–5 years of experience in GIS, business analysis, or product management.
  • Hands-on experience with GIS platforms (e.g. Esri ArcGIS, QGIS, MapboxGL) is essential; familiarity with spatial SQL, Python, or web mapping technologies is a strong advantage.
  • Strong communication and facilitation skills, with the ability to work across both technical and non-technical audiences.
  • Experience in an agile product environment and familiarity with tools such as Jira or Confluence.
  • Prior experience delivering GIS solutions for Singapore Government agencies is strongly preferred. Familiarity with the Singapore public sector context — including government data governance frameworks, inter-agency collaboration processes, and platforms such as the Singapore Geospatial Collaborative Environment (SG-SPACE) or OneMap — is a significant advantage.

Preferred Qualifications

  • Relevant GIS or geospatial certifications, such as Esri Technical Certifications (e.g. ArcGIS Desktop, Enterprise, or Developer), SSSI or similar surveying and spatial science credentials, or cloud platform certifications relevant to GIS deployments (e.g. AWS).
  • Familiarity with observability and monitoring practices for web-based GIS applications, including application performance monitoring tools.
  • Understanding of data governance frameworks and spatial data standards (e.g. OGC standards, ISO 19100 series), or experience with policy and compliance automation in a geospatial context.
  • A background in software development or systems integration, with an appreciation for secure coding practices and how they apply to geospatial platforms.

Good to Have

  • Experience with cloud-based GIS platforms (e.g. ArcGIS Online), exposure to urban planning or land use policy in the Singapore context, and knowledge of data governance or open data standards.
  • Experience in product operations for a live GIS application — monitoring system health and performance, coordinating incident response and bug triage, maintaining data pipelines and layer updates, managing user access and licensing, and working with vendors or internal teams to ensure service continuity. Experience establishing product ops processes, runbooks, or SLAs for a geospatial platform is particularly valuable.
  • Experience with Government-to-Business (G2B) or Business-to-Business (B2B) applications in the GIS survey domain — including survey data collection platforms, field survey management tools, and systems with spatial survey quality checks and validation workflows (e.g. automated checks for positional accuracy, attribute completeness, topology rules, or compliance against survey standards).
  • Experience as a Product Manager or Business Analyst on a GIS survey system taken from MVP through to full-scale rollout — defining initial scope and success metrics, iterating on feedback from surveyors and regulatory stakeholders, managing phased implementation, and ensuring the system scales reliably to support more users and more complex survey workflows.
