Parsons is looking for an amazingly talented Commissioning Engineer (MEP/ICT) to join our team!

The Commissioning Engineer will be responsible for coordinating and executing testing, commissioning, integrated systems testing, and handover activities for MEP and ICT systems across the project. The role will ensure that systems are installed, tested, commissioned, integrated, and demonstrated in accordance with approved designs, specifications, commissioning requirements, client standards, and operational requirements.

The position will coordinate closely with Engineering, Construction, Quality, HSE, ICT, MEP, vendors, specialist subcontractors, airport operations, and project management teams to ensure successful commissioning and operational readiness of all assigned systems.

What You'll Be Doing:

  • Support the development and implementation of the overall Project Commissioning Plan and commissioning strategy.
  • Coordinate commissioning activities for MEP and ICT systems in accordance with approved project requirements.
  • Review commissioning specifications, drawings, sequences of operation, design documents, and system requirements.
  • Develop and review Commissioning Procedures, Testing Scripts, Inspection & Test Plans (ITPs), checklists, and test records.
  • Coordinate with MEP and ICT contractors, specialist subcontractors, vendors, and suppliers to ensure commissioning activities are properly planned and executed.
  • Review system installation readiness prior to testing and commissioning.
  • Conduct pre-commissioning inspections and readiness assessments.
  • Verify that construction works are complete and that systems are ready for functional testing.
  • Coordinate testing and commissioning of mechanical systems including HVAC, chilled water, ventilation, plumbing, drainage, pumps, BMS interfaces, and other MEP systems as applicable.
  • Coordinate testing and commissioning of electrical interfaces associated with MEP systems where required.
  • Support commissioning of ICT systems including structured cabling, network infrastructure, telecommunications, ELV systems, data networks, security systems, and ICT interfaces, as applicable.
  • Coordinate functional testing and performance verification of equipment and systems against approved design criteria.
  • Witness and document equipment testing, functional testing, performance testing, and integrated systems testing.
  • Verify system sequences, controls, alarms, interlocks, and interfaces.
  • Coordinate Building Management System (BMS) integration and functional testing for applicable MEP systems.
  • Coordinate interfaces between MEP, ICT, BMS, Fire & Life Safety, Security, and other specialist systems.
  • Support Integrated Systems Testing (IST) and end-to-end testing of interconnected systems.
  • Coordinate testing of system interfaces and cause-and-effect sequences.
  • Review and verify commissioning test results and ensure compliance with specified acceptance criteria.
  • Identify commissioning issues, system deficiencies, and performance deviations and coordinate corrective actions.
  • Maintain and track commissioning punch lists, defects, outstanding works, and test failures.
  • Coordinate retesting and verification following corrective actions.
  • Participate in troubleshooting and root cause analysis of commissioning failures.
  • Coordinate with Quality teams to ensure required inspections, approvals, and quality records are completed.
  • Ensure commissioning activities comply with approved Method Statements, Risk Assessments, ITPs, and HSE requirements.
  • Coordinate commissioning activities with HSE teams and ensure safe testing and energization practices.
  • Participate in commissioning meetings and provide regular progress updates.
  • Monitor commissioning progress against the approved commissioning schedule.
  • Coordinate with Planning and Project Controls teams regarding commissioning milestones and progress.
  • Identify commissioning risks, constraints, interfaces, and dependencies and recommend mitigation measures.
  • Review vendor commissioning procedures and ensure compliance with project requirements.
  • Coordinate vendor attendance for specialist equipment testing, commissioning, and performance verification.
  • Ensure calibration certificates are available and valid for all test and measurement equipment used during commissioning.
  • Review testing and commissioning documentation submitted by contractors and specialist vendors.
  • Maintain accurate commissioning records, test certificates, checklists, reports, and system completion documentation.
  • Support the preparation and review of System Completion Certificates, Commissioning Certificates, and handover dossiers.
  • Verify that all commissioning documentation is complete prior to system handover.
  • Support demonstration and training of operational and maintenance personnel.
  • Coordinate final system demonstrations with the Client, Consultant, Airport Operations, and relevant stakeholders.
  • Support final acceptance, operational readiness, and project handover activities.
  • Review and verify as-built drawings, O&M manuals, test reports, warranties, and commissioning records.
  • Support lessons learned and continuous improvement initiatives within the commissioning function.

What Required Skills You'll Bring:

  • Bachelor’s degree in Mechanical Engineering, Electrical Engineering, Electronics, Telecommunications, ICT, or a related engineering discipline.
  • 5+ years of relevant experience in testing and commissioning of MEP, ICT, ELV, or integrated building/infrastructure systems.
  • Proven experience in major airport, infrastructure, buildings, or large-scale development projects.
  • Strong understanding of MEP systems and/or ICT infrastructure and their commissioning requirements.
  • Experience coordinating multidisciplinary commissioning activities and system interfaces.
  • Good understanding of construction completion, pre-commissioning, commissioning, testing, and handover processes.

Preferred Certifications

  • Certified Commissioning Professional (CCP) or equivalent is preferred.
  • ASHRAE Commissioning / Cx certification is an advantage.
  • LEED / WELL or equivalent building performance certification is an advantage.
  • BICSI certification is an advantage for ICT-focused responsibilities.
  • KNX / BMS / controls-related certification is an advantage.
  • PMP or equivalent project management certification is an advantage.
  • Relevant HSE certification is preferred.
