Human Resources Manager – Deira Cluster

Al Madina Group | Deira, Dubai

About the Role

Al Madina Group is seeking a highly experienced, proactive, and hands-on Human Resources Manager to take overall responsibility for HR operations across our Deira cluster of 10 outlets, while also overseeing the Learning & Development (L&D) function.

This is a key leadership position responsible for ensuring effective people management, workforce planning, employee engagement, compliance, performance management, and talent development across the cluster. The HR Manager will work closely with outlet and business leadership to ensure HR and L&D strategies are aligned with operational and business objectives.

Key Responsibilities

Overall HR Management

  • Take overall responsibility for HR operations across all 10 outlets within the Deira cluster.
  • Develop and implement HR strategies, policies, and initiatives aligned with business objectives.
  • Partner with outlet and operational management on all people-related matters.
  • Lead manpower planning, workforce optimization, recruitment, and talent acquisition.
  • Oversee the complete employee lifecycle, including recruitment, onboarding, transfers, promotions, performance management, and separation.
  • Ensure effective employee engagement, retention, and workforce productivity.
  • Handle employee relations, grievances, disciplinary matters, and conflict resolution.
  • Monitor attendance, leave, staff movements, and other HR activities across the cluster.
  • Ensure compliance with company policies and applicable UAE labour laws and regulations.
  • Coordinate with Group HR and relevant departments on payroll, employee documentation, visas, and other HR processes.
  • Maintain accurate HR records, dashboards, and management reports.
  • Conduct regular outlet visits and HR reviews to identify workforce issues and implement timely solutions.
  • Provide HR guidance and support to outlet managers and leadership teams.

Learning & Development

  • Take overall responsibility for the Learning & Development (L&D) department/function.
  • Develop and implement an annual training and development strategy based on business and employee needs.
  • Identify training gaps through performance reviews, operational requirements, and competency assessments.
  • Plan, coordinate, and monitor induction, onboarding, technical, behavioural, leadership, and soft-skills training programs.
  • Develop learning plans for different employee levels and job functions.
  • Work with department heads and outlet managers to identify critical skills and development requirements.
  • Monitor training effectiveness and measure the impact of L&D initiatives.
  • Maintain training records, calendars, reports, and employee development plans.
  • Support career development, succession planning, talent management, and internal growth opportunities.
  • Build a continuous learning culture across the Deira cluster.

Leadership & Business Partnership

  • Act as a strategic and operational HR partner to cluster and outlet leadership.
  • Lead and develop HR team members and ensure effective delivery of HR services.
  • Establish clear HR priorities, KPIs, and performance standards.
  • Analyze HR data and trends and provide management with actionable recommendations.
  • Drive initiatives related to employee productivity, engagement, retention, and organizational effectiveness.
  • Ensure consistent implementation of HR and L&D standards across all 10 outlets.
  • Take ownership of HR-related projects and initiatives assigned by senior management.

Candidate Profile

  • Bachelor's degree in Human Resources, Business Administration, or a related field.
  • Proven experience in a senior HR management role, preferably within retail, hospitality, FMCG, or another multi-outlet operational environment.
  • Experience managing HR operations across multiple locations is highly preferred.
  • Strong knowledge of UAE labour laws, HR practices, and employee relations.
  • Proven experience in Learning & Development, training needs analysis, and employee development.
  • Strong leadership and people-management capabilities.
  • Excellent communication, interpersonal, negotiation, and problem-solving skills.
  • Strong organizational skills with the ability to manage multiple priorities and locations.
  • Hands-on, proactive, commercially aware, and capable of making sound decisions independently.
  • Strong analytical skills with the ability to use HR data and reports to support business decisions.
  • Ability to work effectively with senior management, outlet managers, and employees at all levels.

What We Are Looking For

We are looking for a complete HR leader, not only an HR administrator. The successful candidate will take ownership of the overall HR and L&D function for the Deira cluster, ensuring that our people strategy supports operational excellence, employee development, productivity, and business growth.
