Position Overview Lead/Senior Process Safety Engineer is responsible for leading the development, implementation, and continuous improvement of process safety management (PSM) programs to ensure the safe design, construction, operation, and maintenance of LNG facilities. The role serves as the subject matter expert for process safety, providing technical leadership in risk management, regulatory compliance, operational safety, and major hazard control.

 

Key Responsibilities

 

Process Safety Management

•    Lead and facilitate Process Hazard Analyses (PHA), including HAZID, HAZOP, What-If, FMEA, and Layer of Protection Analysis (LOPA) studies.

•    Act as Functional Safety focal point for the facility, ensuring compliance with IEC 61511 lifecycle requirements, including SIL assessment, verification, validation, testing, and performance monitoring.

•    Own and continuously improve the site's Process Safety Management (PSM) program in alignment with OSHA, EPA RMP requirements, as applicable.

•    Establish, maintain, and govern Process Safety Information (PSI), ensuring the accuracy and integrity of PFDs, P&IDs, Cause & Effect diagrams, relief system design basis, control narratives, equipment datasheets, and Safety Requirement Specifications.

 

Risk Assessment & Incident Prevention

•    Lead and coordinate process safety and risk studies, including Quantitative Risk Assessment (QRA), Consequence Modelling, Fire and Explosion Risk Assessment (FERA), Facility Siting Studies, Bow-Tie Analysis, ALARP Demonstrations, Noise Impact Assessments, and environmental risk assessments.

•    Lead incident investigations related to process safety events, identifying root causes and driving corrective/preventive actions.

•    Track and analyze process safety performance indicators (leading and lagging KPIs) and report trends to leadership.

•    Support Management of Change (MOC) processes, ensuring safety implications of modifications are properly assessed.

•    Establish and maintain Major Accident Hazard (MAH) barrier management systems, including identification, performance monitoring, assurance, and reporting of safety-critical barriers.

 

Compliance & Auditing

•    Ensure compliance with applicable Singapore regulatory requirements and international standards, including Workplace Safety and Health (WSH) regulations, Major Hazard Installation (MHI) requirements, Singapore Standards (SS), API, NFPA, IEC, ISO 45001, ISO 31000, and relevant industry best practices.

•    Lead or support internal and external process safety audits and inspections; manage findings through to closure.

•    Develop Mechanical Integrity (MI) programs, including inspection, testing, and preventive maintenance schedules for safety-critical equipment.

 

Leadership & Collaboration

•    Provide technical mentorship and training to engineers, operators, and maintenance staff on process safety principles and practices.

•    Partner with Operations, Engineering, and Maintenance teams to embed process safety into project design (FEED, detailed design) and operational decision-making.

•    Lead or participate in Pre-Startup Safety Reviews (PSSR), Operational Readiness Reviews (ORR), and project stage-gate reviews to ensure process safety requirements are adequately addressed prior to commissioning and startup.

•    Communicate process safety performance and risk exposure to senior leadership and, where required, regulatory bodies.

•    Provide process safety assurance throughout project lifecycle phases including Concept Selection, FEED, EPC execution, commissioning, start-up, and operational readiness reviews.

Required Qualifications

•    Bachelor's degree in Chemical Engineering, Process Engineering, or a related engineering discipline (Master's degree is an added advantage).

•    At least 15 years of relevant experience in process safety,  within a high-hazard industry (Oil & Gas, LNG, Hydrogen, Ammonia, chemicals, petrochemicals, refining, or similar), with progressively increasing responsibility.

•    Exposure to Singapore agencies like, MHD,  NEA and MPA etc

•    Experience in LNG receiving terminals, liquefaction facilities, gas processing plants, or other major hazard facilities is highly preferred.

•    Demonstrated expertise leading HAZOP/PHA studies and LOPA/SIL assessments.

•    Strong working knowledge of PSM/RMP regulations, IEC 61511, API RP 750/754, and other relevant industry codes and standards.

•    Professional Engineer (PE) license or Chartered Engineer status preferred.

•    Certified Process Safety Professional (CCPSC) or similar credential is a plus.

 

Preferred Skills & Attributes

•    Strong analytical and problem-solving skills with sound engineering judgment under ambiguity.

•    Excellent written and verbal communication skills, with the ability to translate technical risk into business-relevant terms for leadership.

•    Proven ability to lead cross-functional teams and influence without direct authority.

•    High degree of integrity and a demonstrated safety-first mindset.

•    Familiarity with risk modelling and process safety software such as PHAST, SAFETI, FLACS, ExSILentia, PHA-Pro, Aspen HYSYS, or equivalent tools.

•    Experience managing process safety deliverables from engineering contractors, consultants, and EPC organizations.
