Job description
We are seeking an experienced Project Control & Planning Engineer to support the planning, monitoring, and control of projects from commencement through completion.
The position will be responsible for developing and maintaining project schedules, monitoring planned versus actual progress, analyzing delays and project performance, preparing management reports, and supporting project teams in achieving schedule and productivity targets.
The ideal candidate should have strong experience in Primavera P6, project scheduling, progress measurement, project controls, resource planning, forecasting, delay analysis, and reporting. Experience in steel fabrication and erection, industrial, EPC, Oil & Gas, PEB, or large-scale construction projects will be highly advantageous.
Key Responsibilities1. Project Planning & Scheduling
- Develop detailed project schedules in Primavera P6 based on project scope, contractual requirements, and execution strategy.
- Establish project Work Breakdown Structure (WBS) and activity coding.
- Prepare Level 1, Level 2, and Level 3 schedules as required.
- Define activity durations, relationships, constraints, calendars, milestones, and project logic.
- Develop the approved baseline schedule in coordination with the Project Manager and relevant departments.
- Establish project milestones and key completion dates.
- Develop detailed schedules covering engineering, procurement, fabrication, delivery, construction, installation, testing, and commissioning activities.
- Prepare short-term and long-term project schedules.
2. Project Progress Monitoring
- Monitor actual project progress against the approved baseline schedule.
- Collect progress updates from site, engineering, procurement, fabrication, and other project teams.
- Update Primavera P6 schedules regularly with actual progress and forecast dates.
- Measure physical progress based on approved quantities, activities, and progress-weighting systems.
- Monitor planned versus actual quantities and productivity.
- Identify areas of schedule slippage and potential delays.
- Track project milestones and contractual completion dates.
- Maintain accurate progress records and supporting documentation.
3. Project Controls
- Monitor overall project performance against approved schedules and targets.
- Analyze Planned Value (PV), Earned Value (EV), and Actual Progress where applicable.
- Monitor schedule performance and productivity trends.
- Identify deviations from the approved baseline.
- Prepare performance indicators and project control dashboards.
- Monitor manpower, equipment, material availability, and productivity against project requirements.
- Coordinate with project teams to identify constraints affecting progress.
- Highlight potential schedule risks and recommend corrective actions.
4. Critical Path & Delay Analysis
- Identify and monitor the project's critical path and near-critical activities.
- Analyze the impact of delays on project completion dates.
- Identify causes of delays and their effect on project milestones.
- Prepare delay analysis and schedule impact assessments.
- Monitor potential schedule risks and constraints.
- Support the Project Manager in developing mitigation measures.
- Prepare and monitor recovery schedules for delayed projects.
- Track corrective actions until recovery targets are achieved.
5. Recovery & Look-Ahead Planning
- Prepare weekly and monthly look-ahead schedules.
- Develop 2-week, 3-week, and 4-week look-ahead plans based on project requirements.
- Identify upcoming activities, required resources, and site constraints.
- Coordinate with construction teams to ensure planned activities are achievable.
- Develop recovery plans when project progress falls behind schedule.
- Monitor recovery plan performance and update management accordingly.
- Recommend changes in sequencing, manpower, resources, or working hours where required.
6. Resource & Productivity Monitoring
- Prepare manpower requirements based on project schedules.
- Develop manpower histograms and resource-loaded schedules.
- Monitor planned versus actual manpower deployment.
- Track equipment requirements and availability.
- Monitor labour productivity against planned targets.
- Identify productivity shortfalls and recommend corrective actions.
- Coordinate with site management regarding manpower and equipment requirements.
- Monitor material availability and its impact on planned activities.
7. Procurement & Material Tracking
- Coordinate with procurement teams to track material procurement activities.
- Monitor purchase orders, manufacturing, inspection, delivery, and material availability.
- Track long-lead items and critical materials.
- Identify procurement delays that may affect project execution.
- Integrate procurement milestones into the project schedule.
- Monitor material delivery against construction requirements.
8. Fabrication & Construction Progress
For steel, industrial, and fabrication projects, monitor:
- Engineering progress
- Material procurement
- Material receipt
- Shop fabrication
- Cutting
- Welding
- Assembly
- Painting
- Inspection
- Dispatch
- Delivery to site
- Steel erection
- Installation
- Testing
- Completion activities
Coordinate with fabrication and site teams to ensure actual progress is accurately reflected in the project schedule.
9. Reporting & Dashboards
Prepare and maintain:
- Daily Progress Reports (DPR)
- Weekly Progress Reports (WPR)
- Monthly Progress Reports (MPR)
- Weekly Look-Ahead Schedules
- Monthly Schedule Updates
- Progress Measurement Reports
- S-Curves
- Manpower Histograms
- Productivity Reports
- KPI Dashboards
- Schedule Performance Reports
- Recovery Schedules
- Delay Analysis Reports
- Procurement Tracking Reports
- Material Tracking Reports
- Fabrication Progress Reports
- Construction Progress Reports
Provide clear reports highlighting:
- Planned progress
- Actual progress
- Variance
- Forecast completion
- Critical activities
- Delayed activities
- Major constraints
- Required corrective actions
10. Coordination
- Coordinate closely with the Project Manager, Construction Manager, Site Engineers, Engineering, Procurement, QA/QC, Commercial, and other departments.
- Attend internal and client progress meetings.
- Present project schedule and progress updates when required.
- Coordinate with subcontractors regarding their schedules and progress.
- Review subcontractor schedules and progress submissions.
- Ensure all project stakeholders are aligned with project milestones and priorities.
- Follow up with responsible departments regarding delayed activities and outstanding actions.
11. EOT & Claims Support
- Support the commercial/project team in preparing Extension of Time (EOT) claims.
- Maintain records of delays, instructions, changes, and schedule impacts.
- Prepare schedule updates and supporting documentation for delay claims.
- Assist with time-impact analysis and programme impact assessments.
- Maintain accurate baseline and updated programme records.
Requirements
- Bachelor's degree in Civil Engineering, Mechanical Engineering, Construction Engineering, Project Management, or a related discipline.
- 4–8 years of relevant experience in project planning and project controls.
- Strong practical experience with Primavera P6.
- Good knowledge of Microsoft Excel and project reporting.
- Strong understanding of construction/project execution processes.
- Experience in schedule development and progress monitoring.
- Experience with critical path and delay analysis.
- Knowledge of resource and manpower planning.
- Experience preparing S-Curves, histograms, dashboards, and progress reports.
- Strong analytical and problem-solving skills.
- Good communication and coordination skills.
- Ability to work independently and coordinate with multiple departments.

The ideal candidate will be a hands-on Project Control & Planning Engineer who can manage project schedules independently, understand construction sequencing, accurately measure progress, identify schedule risks, and provide practical recommendations to keep projects on track.
Experience with steel fabrication, steel erection, industrial, EPC, Oil & Gas, PEB, or large-scale construction projects will be considered a strong advantage.
